Reiterating the Delhi government’s commitment to the welfare, rehabilitation, and long-term security of persons with disabilities, Social Welfare Minister Ravindra Indraj Singh on Tuesday conducted a series of inspections at facilities meant for specially-abled persons and children in northeast Delhi. The minister said the government is continuously working to ensure modern facilities, safety, and dignity for persons with disabilities, with a focus on building an inclusive and empowered society.
Inspection of Land for Special Children’s School-Cum-Home
The Social Welfare Minister first visited the land allotted for a school-cum-home for children with disabilities and mental special needs at Usmanpur in northeast Delhi. During the inspection, he reviewed the condition of the land and assessed existing arrangements.
The visit was also attended by Satya Sharma, Chairperson of the Standing Committee of the Municipal Corporation of Delhi, along with senior officials of the Social Welfare Department.
During the inspection, the minister issued clear instructions to strengthen cleanliness, safety, and overall maintenance of the site. He emphasised that facilities meant for children must reflect sensitivity, care, and long-term planning. Officials were directed to ensure that the land is properly maintained and secured to prevent any misuse.
Visit to Training-Cum-Production Centre at Sundar Nagri
Following the Usmanpur inspection, Ravindra Indraj Singh visited the Training-Cum-Production Centre (TCPC) Orthopaedic at Sundar Nagri. The centre plays an important role in training and rehabilitation support for persons with disabilities.
During the visit, the minister reviewed the functioning of the centre and directed that development of the district office and the training centre should be carried out simultaneously. He stressed that infrastructure development must keep pace with service delivery to ensure better outcomes for beneficiaries.
To prevent any misuse of land, the minister instructed officials to install a temporary enclosure around the premises. He said safeguarding government property is essential to ensure uninterrupted services for vulnerable sections of society.
Inspection of RCL and HLTB Offices
The Social Welfare Minister also inspected the offices of RCL and HLTB located at Sundar Nagri. During the inspection, he took note of waterlogging issues affecting the premises and directed officials to coordinate with the Public Works Department to resolve the problem at the earliest.
Considering safety concerns, the minister further instructed that CCTV cameras be installed across the campus to enhance security for staff, trainees, and visitors. He emphasised that safety infrastructure is a non-negotiable requirement in facilities catering to persons with disabilities.
Details of Infrastructure and Redevelopment Plans
Officials informed the minister that the total area of the TCPC Orthopaedic facility at Sundar Nagri is approximately 510 square metres, of which around 340 square metres is covered area and nearly 170 square metres is open area. A proposal for the reconstruction of the building has already been sent to the Public Works Department for necessary action.
Similarly, the RCL and HLTB complex at Sundar Nagri has a total area of about 800 square metres, comprising nearly 532 square metres of covered area and around 266 square metres of open space. The minister reviewed these details and stressed the need for planned redevelopment to improve functionality and safety.
Government’s Commitment to Empowerment of Persons with Disabilities
Addressing officials during the inspections, Ravindra Indraj Singh said the Delhi government’s resolve is clear and unwavering. He stated that empowering persons with disabilities through modern infrastructure, quality services, and a sensitive administrative approach is a top priority.
“Our objective is to ensure that every person with disability lives a life of dignity and self-reliance. Special children must be provided a safe environment, better care, and opportunities for a bright future,” the minister said. He added that a strong and empowered community of persons with disabilities is essential for building a strong society.
Directions on the Protection of Government Properties
The minister also issued broader instructions to the Social Welfare Department regarding the protection of government properties under its jurisdiction. He directed that the demarcation of all such properties be completed at the earliest, boundary walls be constructed, and security guards be deployed to prevent encroachment and misuse.
Officials were asked to ensure strict compliance with these directions and submit regular progress reports. The minister said effective protection of assets is crucial for uninterrupted welfare services and long-term planning.
The inspections concluded with officials assuring the minister that the directions would be implemented promptly. The Delhi government reiterated that it will continue to work with commitment and sensitivity to create a safer, more inclusive, and supportive environment for persons with disabilities and special children across the capital.
