New Delhi, December 23, 2025:
The Delhi Cabinet, under the chairmanship of Chief Minister Rekha Gupta, on Monday approved a series of significant public welfare and development-oriented decisions aimed at strengthening environmental sustainability, improving public transport, conserving water resources and advancing legislative business in the national capital. The decisions were taken during a Cabinet meeting held at the Delhi Secretariat.
Addressing the outcomes of the meeting, the Chief Minister said the approved measures reflect the government’s broader vision of developing Delhi as a clean, well-organised and citizen-centric capital. She emphasised that development in the city is being pursued not merely through infrastructure expansion but through policies that directly benefit the common citizen, especially the poor, the middle class and disadvantaged sections.

Among the key decisions was the approval for setting up an e-waste eco park at Holambi Kalan, a move aimed at scientific and environmentally safe management of electronic waste. The Cabinet also cleared a proposal to entrust the Delhi Transport Corporation with the operation of all bus services in the city from the next financial year, replacing the current arrangement with DIMTS. In addition, approval was granted for a comprehensive scheme for the conservation and rejuvenation of water bodies across Delhi, along with the announcement of the winter session of the Delhi Legislative Assembly beginning on January 5.
E-Waste Eco Park at Holambi Kalan
Providing details, Chief Minister Rekha Gupta said Delhi generates nearly 2.5 lakh tonnes of electronic waste every year, of which around 90 per cent is currently handled by the unorganised sector. She noted that unsafe recycling practices in this sector pose serious threats to public health and the environment. To address this challenge, the Cabinet approved the establishment of a dedicated e-waste eco park at Holambi Kalan.
In the first phase, the eco park will be developed over approximately 11.4 acres of land and will have a minimum processing capacity of 51,000 metric tonnes per year. The facility will be equipped to handle more than 100 categories of e-waste notified under the E-Waste (Management) Rules, 2022. Activities at the eco park will include collection, dismantling, recycling and recovery of valuable metals through scientific processes.

The project will be implemented by the Delhi State Industrial and Infrastructure Development Corporation, as entrusted by the Environment Department. An investment of about ₹250 crore is expected from a private partner, with no direct financial assistance from the government at this stage. The Chief Minister said a key objective of the project is to integrate workers from the unorganised e-waste sector into a formal and safe system by providing them training, modern infrastructure and a secure working environment. She added that the Detailed Project Report has already been approved and that the Ministry of Housing and Urban Affairs cleared the change of land use in June 2025. Once operational, the eco park is expected to serve as a model for sustainable e-waste management.
Rejuvenation of Water Bodies
The Cabinet also approved an important proposal for the conservation and rejuvenation of water bodies in the capital by opening a new major head under the Revenue Department for this purpose. The Chief Minister said the initiative aims to revive neglected and damaged water bodies to improve groundwater levels and restore ecological balance.

She directed all departments and land-owning agencies to actively implement the scheme in areas under their jurisdiction. The Delhi Pollution Control Committee has already transferred ₹19 crore 62 lakh 95 thousand to the Revenue Department for this purpose. These funds will be used for restoration works under the Revenue Department, the Directorate of Panchayats and Block Development Officers, with additional allocations to be considered in the forthcoming budget if required.
Planned works include desilting of water bodies, construction of boundary walls, development of walking tracks and improvement of surrounding ecosystems. District-level committees chaired by District Magistrates will monitor progress. The Chief Minister said rejuvenated water bodies will be developed as attractive public spaces and that community participation will be encouraged to ensure their long-term conservation.
DTC to Operate All Bus Services
In another major decision, the Cabinet approved the transfer of Delhi’s bus operations from DIMTS to the Delhi Transport Corporation from the next financial year. The Chief Minister said the move would improve service quality, simplify route rationalisation and provide greater stability for drivers and conductors.

Delhi Assembly Session from January 5
The Cabinet also decided that the winter session of the Delhi Legislative Assembly will be held from January 5 to January 8, 2026, with the possibility of extension if required. The Chief Minister said the government will facilitate discussions on key public welfare issues during the session.
The Delhi government reiterated its commitment to people-centric, sustainable and environmentally responsible development through these decisions.
