Delhi Chief Minister Rekha Gupta on Thursday chaired a high-level review meeting at the Delhi Secretariat with senior officials from all departments, issuing clear instructions for tighter monitoring of major projects, faster grievance redressal, and advance preparations for the upcoming summer season. Emphasising result-oriented governance, the Chief Minister said that development outcomes must be visible on the ground and not remain confined to official files.
The meeting focused on the functioning of departments, progress of ongoing development projects, and planning for the next financial year. Senior officers, including the Chief Secretary and departmental secretaries, attended the meeting and presented updates on their respective areas.
Mandatory Monitoring of High-Value Projects
During the review, the Chief Minister directed that all projects with a cost exceeding ₹5 crore must be updated on the “CM-Pragati” portal within one week. The portal, which serves as an internal departmental monitoring system, will be used to ensure real-time tracking, time-bound reviews, and regular supervision of large-scale projects at the highest level.
She said that strict compliance with this directive would help identify delays, fix accountability, and ensure timely completion of development works. According to her, every department must take ownership of its projects and ensure that quality and deadlines are not compromised.
The Chief Minister also instructed departments to regularly update progress reports of development works on their respective public portals. She said this would enable citizens to access accurate information about the status of projects and strengthen transparency in governance.
Push for Transparency and Accountability
Rekha Gupta reiterated that the Delhi government is committed to transparent and accountable administration. She said that citizens have the right to know the real status of development works and should not be kept in the dark about delays or obstacles.
“All projects must be completed within the stipulated time frame and with high quality standards. Departments will be held accountable for delays and lapses,” she said, adding that pending projects should be expedited with focused attention.
She underlined that the government’s approach is based on performance and outcomes, where each department is responsible for delivering measurable results.
‘Delhi Mitra’ Portal to Strengthen Citizen-Government Dialogue
A major highlight of the meeting was the Chief Minister’s announcement regarding the upcoming launch of the ‘Delhi Mitra’ portal. The digital platform is being developed as a dedicated system for quick, transparent, and effective redressal of public grievances.
The Chief Minister directed officials to complete all technical and administrative preparations related to the portal at the earliest. She stressed that staff training, system testing, and inter-departmental integration must be completed within a fixed timeline so that the portal can be launched for public use without delay.
She said the ‘Delhi Mitra’ portal would act as a direct bridge between the government and citizens, simplifying the grievance redressal process and making it faster and more reliable. According to her, the platform will ensure that complaints are tracked efficiently and resolved in a time-bound manner.
Advance Preparations for Summer Season
With summer approaching, the Chief Minister instructed all departments to begin preparations immediately to avoid inconvenience to citizens. She directed officials to ensure uninterrupted water supply, reliable electricity services, and adequate healthcare facilities during the peak summer months.
She also called for timely repair of roads, maintenance of public infrastructure, and readiness of emergency services. The Chief Minister emphasised that proactive planning is essential to prevent seasonal crises and ensure that residents do not face hardships due to administrative lapses.
“Departments must not wait for problems to arise. Preparations for water, power, health services, and other essential public utilities should begin now,” she said.
Focus on Result-Oriented Governance
Reiterating the government’s governance philosophy, Rekha Gupta said that Delhi is moving toward a result-based administrative model. She stressed that policies and plans must translate into visible improvements in citizens’ daily lives.
“Our objective is clear: results must be visible on the ground, not just on paper. Every department must deliver outcomes that people can see and feel,” she said.
She added that regular monitoring, transparency, and accountability are key to achieving this goal. The Chief Minister said the government will continue to review departmental performance closely and take corrective measures wherever required.

The meeting was attended by Chief Secretary Rajiv Verma along with secretaries and senior officials from all departments. Officials assured the Chief Minister that the directions issued during the meeting would be implemented promptly and that coordination among departments would be strengthened to achieve the desired outcomes.
The Chief Minister concluded the meeting by reiterating that the Delhi government remains fully committed to efficient governance, timely delivery of projects, and responsive public services. She said continuous review and direct monitoring would be the guiding principles to ensure that development work progresses smoothly and benefits reach citizens without delay.
