Noida, August 22, 2025: As part of its sustained efforts to improve cleanliness standards and strengthen its performance in the annual Swachh Survekshan, the Noida Authority has intensified ground-level inspections and enforcement actions against violators of waste management and plastic-use regulations. The authority reiterated that ensuring compliance with solid waste management norms remains a top priority in its broader objective of making Noida cleaner, more sustainable and environmentally responsible.
Officials said Noida Authority participates in the national Swachh Survekshan every year and has been implementing multiple initiatives to enhance the city’s sanitation infrastructure and environmental standards. Regular inspections are being conducted across sectors, and strict action is being taken against individuals and establishments found flouting prescribed rules.

As part of this ongoing drive, an inspection was carried out on August 22, 2025, at a cloud kitchen operated by Blink Commerce Pvt. Ltd. in Sector 62. The inspection was conducted under the leadership of Indu Prakash Singh and Gaurav Bansal, Project Engineer, following routine monitoring procedures. During the inspection, several serious shortcomings were found, indicating clear violations of the rules applicable to bulk waste generators.
Officials noted that the cloud kitchen was not complying with the Solid Waste Management Rules with regard to segregation, storage and processing of waste. It was observed that waste segregation was not being carried out at source, and mixed waste was being handled in violation of prescribed norms. Liquid waste was found to be discharged directly into the sewer system, contrary to environmental guidelines. The inspection team also found that waste was being handed over to unauthorised scrap dealers, who were allegedly dumping garbage indiscriminately at various locations across the city, further aggravating sanitation issues.
In addition to waste management violations, the inspection revealed the use of single-use plastic for packaging purposes, despite a complete ban on single-use plastic in the Noida region. During the inspection, approximately 50 kilograms of single-use plastic containers were seized from the premises. Officials also noted that the area surrounding the building was in a highly unhygienic condition, with food waste and other refuse found dumped in nearby parks and open spaces.
Considering the gravity of the violations and the failure to comply with rules applicable to bulk waste generators, the Noida Authority imposed an environmental compensation penalty of ₹5 lakh on Blink Commerce Pvt. Ltd. The authority issued strict instructions to the establishment to ensure full compliance with waste management norms. Officials warned that failure to adhere to the rules in the future would result in further penal and legal action as per regulations.
Following this action, the Noida Authority carried out an anti-plastic enforcement drive in Sector 76 at the Amrapali Princely Market. During the drive, awareness was also created among shopkeepers and the public, encouraging them to avoid the use of single-use plastic. As part of enforcement, around 150 kilograms of plastic was seized from Cold Rock Café, while 60 kilograms of plastic was confiscated from Al Nawab Biryani outlet for violations related to banned plastic usage.
The enforcement drive continued with an inspection at RCube Monad Mall in Sector 42, where the use of single-use plastic was again found in violation of the ban. During the inspection, approximately 80 kilograms of plastic was seized from the mall premises. Mall management was issued a warning and informed that the use of single-use plastic within the Noida area attracts financial penalties under existing regulations.
Officials said that during the inspections, Abhigyan, an IEC expert associated with the NGO Guided Future Society, along with members of the organisation, were present to support awareness and monitoring efforts. The authority emphasised that such drives are aimed not only at penalising violators but also at sensitising businesses and citizens about their environmental responsibilities.
The Noida Authority reiterated that strict enforcement against waste mismanagement and banned plastic usage will continue across the city. Regular inspections, penalties and awareness initiatives will remain key tools in ensuring compliance, improving cleanliness levels and strengthening Noida’s standing in national cleanliness rankings.
