The Noida Authority has approved a medical insurance scheme for approximately 4,800 manpower supplied workers employed through contractor agencies. The decision was approved by the Chief Executive Officer on 12 March 2026 in favor of SBI General Insurance Company to provide health insurance coverage to these workers. The initiative is aimed at improving healthcare security for contractual workers who support the authority’s daily administrative and operational activities. Officials said the scheme will ensure that workers and their families have access to medical treatment and financial support during health emergencies. The policy will provide comprehensive health coverage and will be implemented through the manpower supplier agencies working with the authority.
Board Approval and Background of the Scheme
The proposal to provide medical facilities to manpower supplied workers was originally approved during the 215th Board Meeting of the Noida Authority held on 26 October 2024. The board had agreed to introduce a structured healthcare support system for contractual staff engaged through manpower agencies. These workers perform various duties across departments and contribute significantly to the functioning of the authority. However, many of them did not have access to adequate health coverage earlier. The new scheme has been introduced to ensure that such workers receive necessary healthcare protection and support. Officials stated that the policy will benefit thousands of workers and their families and will strengthen the welfare framework for contractual employees working with the authority.
Insurance Coverage and Benefits for Workers
Under the approved medical insurance policy, each worker will receive health coverage of up to ₹5 lakh per year. The policy will cover the employee along with up to five dependent family members. This will allow workers and their families to receive medical treatment without facing major financial burdens. According to officials, the coverage includes hospitalization expenses and treatment for serious illnesses. One of the key features of the policy is that the medical benefits will become available from the first day of enrollment, allowing workers to access treatment immediately after joining the scheme. A large number of hospitals located in Noida and Delhi have been included in the insurance network, making it easier for workers to receive medical care when required. The scheme is expected to significantly improve access to healthcare for the contractual workforce associated with the authority.
Premium Structure and Implementation Process
The premium for the insurance policy will be paid to SBI General Insurance Company through the manpower supplier agencies. The Noida Authority will pay an annual premium of ₹10,000 per worker to ensure coverage under the scheme. Currently, around 4,800 workers are engaged through manpower supplier agencies at the Noida Authority. These workers are involved in several operational roles and assist in maintaining the functioning of various departments. Earlier, such workers were eligible for healthcare benefits under the Employees State Insurance scheme. However, after the ESI department fixed the eligibility salary limit at ₹21,000 per month, many workers engaged with the authority were no longer covered under the scheme. As a result, they lost access to medical benefits previously available to them. Workers had been raising concerns regarding the lack of medical support for some time. In response to these demands, the authority decided to introduce a separate medical insurance scheme to ensure healthcare protection for the workforce.
Selection of Insurance Provider
Before finalizing the insurance provider, several companies presented their proposals to the authority. The participating companies included SBI General Insurance, United India Insurance Company Limited, HDFC Bank and Bajaj Allianz. Each company shared details regarding policy coverage, benefits and implementation mechanisms. After reviewing the proposals and preparing the policy framework, the Noida Authority selected SBI General Insurance Company as the service provider for the scheme. Officials stated that the selected company offered suitable coverage and implementation provisions aligned with the authority’s requirements.
The introduction of this medical insurance policy is being seen as an important welfare initiative aimed at strengthening the healthcare support system for contractual workers. With thousands of workers and their families expected to benefit from the scheme, the decision reflects the authority’s efforts to improve worker welfare and provide access to essential medical services.
