The government led by Chief Minister Rekha Gupta has taken a major initiative to provide a unique identity to every parcel of land in the national capital. Under this decision, every land parcel in Delhi will be issued a 14-digit Unique Land Parcel Identification Number (ULPIN), effectively creating an ‘Aadhaar card’ for land. The move aims to digitally secure and systematically organize land records across the city.
Describing the initiative, Chief Minister Rekha Gupta stated that the system will significantly reduce land-related disputes, enhance transparency, and help curb corruption. She emphasized that the ULPIN is not merely a number but a strong digital instrument against land disputes and irregularities. The system is referred to as ‘Bhu Aadhaar’.
The Chief Minister further stated that the initiative represents a crucial and revolutionary step toward advancing the ‘Digital India’ mission envisioned by Prime Minister Narendra Modi.
Delhi Government to Work in ‘Mission Mode’
Rekha Gupta elaborated that the need to implement such a system in Delhi had long been felt. The scheme originates from the Ministry of Rural Development and the Department of Land Resources under the Government of India and holds particular importance for the national capital.
According to the Chief Minister, although the Central Government introduced the scheme in 2016, it was not implemented by previous governments. The current administration has now decided to execute it in mission mode.
The responsibility for implementation has been assigned to the IT Branch of the Revenue Department, which will work in coordination with the Survey of India.
Effective in Resolving Land Disputes
The Chief Minister highlighted that ‘Bhu Aadhaar’ will ensure transparency in land ownership records. The 14-digit ULPIN will be geo-referenced, enabling precise identification of land boundaries and significantly minimizing boundary disputes.
The system will facilitate better coordination of land data among various government departments and impose effective checks on fraudulent transactions and multiple registrations of the same property.
For citizens, the greatest advantage will be convenience. Instead of navigating multiple documents to establish ownership, a single ULPIN will provide complete details of the land parcel, simplifying verification and reducing bureaucratic hurdles.
Use of Advanced Technology
Rekha Gupta informed that advanced technology is being deployed to implement the scheme. Approximately 2 terabytes of high-quality geospatial data and drone-captured Ortho Rectified Images (ORI) are being obtained from the Survey of India.
Using this data, accurate ULPINs will be generated for all areas of Delhi, including 48 villages already covered under the SVAMITVA scheme. Earlier, ₹132.07 lakh had been allocated for the project, with financial management overseen by the IT Branch.
The government is now preparing to implement the system across Delhi in a phased manner under a defined Standard Operating Procedure (SOP) with specific timelines.
The success of the initiative has already been demonstrated in Tilangpur Kotla village in West Delhi district, where a pilot project resulted in the successful generation of 274 ULPIN records.
Advancing the Prime Minister’s Vision
Chief Minister Rekha Gupta described the initiative as extremely beneficial for Delhi and reiterated that the ULPIN system is a revolutionary step toward implementing the Digital India vision of Prime Minister Narendra Modi on the ground.
She stated that the Prime Minister’s vision is to ensure that the benefits of technology reach the last person in society in a transparent manner. ‘Bhu Aadhaar’ represents a significant step in that direction.
According to her, the Prime Minister has consistently emphasized that integrated and modern land records form the foundation of a developed India, providing citizens with security of property and delivering a direct blow to corruption.
Digital Record of Every Inch of Land
The Chief Minister further stated that the government remains committed to protecting the property rights of every citizen in the capital. ‘Bhu Aadhaar’ is not merely a numerical identification but a powerful digital tool against corruption and land disputes.
She noted that poor and middle-class families often invest their lifetime savings in purchasing land, only to face legal complications due to unclear or outdated records. The Unique Land Parcel Identification Number will eliminate such uncertainty by creating a comprehensive digital account of every parcel of land.
With the implementation of this system, every inch of land in Delhi will have a verified digital identity, ensuring transparency, accountability, and dispute-free ownership for citizens across the capital.
