The Government of Delhi, led by Chief Minister Rekha Gupta, has undertaken a landmark initiative to assign an ‘Aadhaar’ to every parcel of land in the national capital. Under this initiative, each land parcel will be issued a 14-digit Unique Land Parcel Identification Number (ULPIN). The system, also referred to as ‘Bhu-Aadhaar’, is aimed at modernising land records and resolving long-standing land disputes in Delhi.
Chief Minister Rekha Gupta described the initiative as highly beneficial, stating that the ULPIN system is not merely a number but a powerful digital instrument against corruption and land-related disputes. She emphasised that the initiative represents a decisive step toward implementing the Digital India vision of Prime Minister Narendra Modi on the ground.

Delhi Government to Work in Mission Mode
Rekha Gupta stated that the need for such a system in Delhi had long been recognised. The scheme originates from the Ministry of Rural Development and the Department of Land Resources under the Government of India and holds particular importance for the national capital. Although the Central Government introduced the scheme in 2016, it could not be implemented in Delhi as envisaged due to various reasons. The Delhi Government has now decided to execute the project in mission mode.
The responsibility for implementing the initiative has been entrusted to the IT Branch of the Revenue Department. Technical and survey support will be provided by the Survey of India.
Effective in Resolving Land Disputes
Highlighting the benefits of the ‘Bhu-Aadhaar’ system, the Chief Minister stated that it will ensure complete transparency in land ownership. The 14-digit ULPIN code will be georeferenced, significantly reducing disputes over land boundaries.
The system will also enable seamless coordination of land data among various government departments and help curb fraudulent transactions, duplicate registrations, and manipulation of land records.
For citizens, the primary advantage will be convenience. Instead of producing multiple documents to establish ownership, a single ULPIN number will provide comprehensive details of the property, simplifying verification and legal processes.
Use of Advanced Technology
The Chief Minister informed that advanced technology is being deployed to implement the scheme effectively. Approximately 2 terabytes of high-quality geospatial data and drone-based Ortho Rectified Images (ORI) are being sourced from the Survey of India. These high-resolution images will facilitate the accurate generation of ULPINs across Delhi.
The initiative will cover all areas of Delhi, including 48 villages already mapped under the SVAMITVA scheme. Earlier, ₹13.207 million had been allocated for the project, with financial management handled by the IT Branch of the Revenue Department.
The system will now be expanded across Delhi in a phased manner under a defined Standard Operating Procedure (SOP) with clear timelines to ensure systematic implementation.
As proof of concept, a pilot project has already been completed in Tilangpur Kotla village in West Delhi district. In this pilot phase, 274 ULPIN records were successfully generated, demonstrating the feasibility and effectiveness of the system.
Advancing the Prime Minister’s Digital India Vision: CM Rekha Gupta
Rekha Gupta reiterated that the ULPIN system marks a significant step toward realising the Digital India vision of Prime Minister Narendra Modi. She stated that the Prime Minister’s objective has always been to ensure that the benefits of technology reach the last person in society in a transparent and efficient manner.
According to her, integrated and modern land records form the foundation of a developed India, ensuring property security for citizens and delivering a strong blow to corruption.
An Effective Tool Against Corruption and Land Disputes
The Chief Minister further underlined that the Delhi Government remains committed to safeguarding the property rights of every citizen. ‘Bhu-Aadhaar’ (ULPIN), she said, is not just an identification number but a transformative digital mechanism to eliminate corruption and land-related conflicts.
She noted that many poor and middle-class families invest their lifetime savings in purchasing land, only to face legal complications due to unclear or outdated records. The Unique Land Parcel Identification Number aims to eliminate such uncertainties by creating a comprehensive digital record of every parcel of land.
With the rollout of ULPIN, every inch of land in Delhi will have a verified digital identity, ensuring transparency, accountability, and dispute-free ownership for citizens across the capital.
