Ahead of the upcoming Winter Session of the Delhi Legislative Assembly, Speaker Vijender Gupta on Sunday said that the primary objective of the Session will be to ensure the smooth conduct of proceedings while upholding the dignity and decorum of the House. The Speaker made these remarks while conducting a comprehensive review of the Assembly’s preparedness, including legislative, administrative and digital arrangements, in coordination with senior officials of the Delhi Legislative Assembly Secretariat and the Public Works Department (PWD).
The Fourth (Winter) Session of the Eighth Legislative Assembly is scheduled to be held from January 5 to January 8, 2026. The Session will commence on January 5 at 11:00 am with the address of Lieutenant Governor Vinai Kumar Saxena. In the run-up to the Session, the Speaker undertook a detailed assessment of all arrangements to ensure orderly deliberations, transparency and responsible legislative conduct.
Review of Overall Preparedness
During the inspection, Vijender Gupta reviewed the overall readiness of the Assembly House, including seating arrangements for Members of the Legislative Assembly, desk facilities, and other infrastructure essential for the smooth functioning of legislative business. The review also covered administrative preparedness and coordination among various departments involved in managing the proceedings of the House.
Emphasising the importance of meticulous planning, the Speaker stated that all arrangements must reflect the seriousness, dignity and constitutional responsibility associated with legislative proceedings. He underlined that even minor shortcomings could disrupt the functioning of the House and must therefore be addressed well in advance.
Strengthening Digital and Technological Arrangements
Highlighting the Assembly’s continued focus on technology-driven legislative functioning, the Speaker said that Members will use the National e-Vidhan Application (NeVA) during the upcoming Winter Session. Legislators will access NeVA through iPads installed at their respective desks in the Assembly House.
According to Vijender Gupta, the use of NeVA will make legislative proceedings more streamlined and transparent by enabling Members to digitally access agendas, notices, questions, debates and other legislative documents. He noted that the digital platform not only enhances efficiency and accessibility for legislators, but also contributes to environmental sustainability by significantly reducing paper usage.
Directions Issued to Departments
During the inspection, the Speaker issued clear instructions to officials of the Public Works Department and other officers responsible for House management. He directed them to complete all remaining arrangements on a priority basis and ensure that there are no logistical or technical disruptions during the Session.
He stressed the need for close inter-departmental coordination, stating that seamless collaboration between the Assembly Secretariat, PWD and other concerned agencies is essential for the uninterrupted conduct of legislative business.
Key Decisions Taken Ahead of the Winter Session
Ensuring Smooth and Disciplined Proceedings
The Speaker reiterated that maintaining discipline, decorum and orderly debate will be a key focus of the Winter Session. He emphasised that the Chair, Members and officials share collective responsibility for ensuring meaningful discussions and productive outcomes during the Session.
Full Use of National e-Vidhan Application
It was decided that NeVA will be used extensively during the Session to facilitate paperless functioning of the House. Members will rely on digital tools for legislative work, reinforcing the Assembly’s commitment to transparency, efficiency and modern governance.
Completion of All Infrastructure and Technical Arrangements
The Speaker directed concerned departments to ensure that all infrastructure, digital systems and support services are fully functional before the commencement of the Session, leaving no scope for technical or logistical issues.
Winter Session Schedule
The Winter Session of the Eighth Legislative Assembly will be held over four days, from January 5 to January 8, 2026. The Session will begin with the customary address by Lieutenant Governor Vinai Kumar Saxena on the opening day. Legislative business during the Session is expected to include discussions, debates and other proceedings as per the approved agenda.
The Speaker stated that the Session will reflect the principles of orderly deliberation, transparency and accountability, which are essential for effective law-making and democratic functioning.

Officials recalled that the Delhi Legislative Assembly completed its full transition to the National e-Vidhan Application during the Eighth Legislative Assembly, marking a significant milestone in its journey towards becoming a paperless legislature. This transition has strengthened technology-enabled legislative processes and enhanced accessibility of legislative information for both Members and citizens.
The continued use of NeVA during the Winter Session underscores the Assembly’s commitment to modernising legislative functioning and improving public trust through greater transparency.
