The Yamuna Expressway Industrial Development Authority (YEIDA) has cancelled the allotment of 39 industrial plots after the concerned allottees failed to execute lease deeds within the stipulated time frame, despite being given repeated opportunities. The decision follows a detailed review conducted during a meeting chaired by the Additional Chief Secretary, Industrial Development, held on November 21, 2025.
According to a press note issued by YEIDA on December 24, the Authority had identified a total of 366 allottees who had earlier been issued checklists but had not executed their lease deeds even after the lapse of the prescribed time period. In view of promoting industrial development while ensuring procedural compliance, YEIDA decided to grant these allottees one final opportunity.
As part of this final opportunity, a public notice containing a QR code was published in leading newspapers, and the same was uploaded on the Authority’s official website on November 24, 2025. The notice clearly informed the allottees of the requirement to complete the lease deed execution process within the permissible timeline, failing which strict action would be taken in accordance with the prevailing rules and regulations.
YEIDA clarified that since 2020 and in subsequent years, the Authority has been continuously issuing checklists to industrial plot allottees. As per the established procedure, once a checklist is issued, the allottee is required to execute the lease deed and take possession of the allotted plot within 60 days. Thereafter, the allottee must obtain approval of the building plan and establish an industrial unit on the plot, commencing production within a period of four years.
The Authority stated that these timelines are a critical component of its industrial policy framework, aimed at ensuring timely establishment of industrial units and preventing speculative holding of valuable industrial land. Compliance with these conditions is essential for achieving the broader objective of industrial growth and employment generation in the Yamuna Expressway region.
In order to facilitate industrial unit establishment, YEIDA had not only issued checklists to the concerned allottees but had also sent three separate notices requesting them to complete the lease deed execution process. Despite these repeated communications and sufficient time being provided, several allottees did not show interest in executing the lease deeds. In many cases, no satisfactory response was received from the allottees even after issuance of multiple notices.
Following a comprehensive assessment of the situation and in line with the deliberations held during the meeting chaired by the Additional Chief Secretary, Industrial Development, YEIDA proceeded with the cancellation of 39 industrial plot allotments. The Authority noted that prolonged non-compliance by these allottees was adversely affecting the planned industrial development of the region.
The cancelled plots were earlier allotted under various industrial schemes and are located in Sectors 29, 32 and 33 of the Yamuna Expressway Industrial Area. YEIDA officials indicated that the Authority will now take appropriate steps in accordance with policy provisions for reallocation of these plots to eligible investors who are willing to comply with timelines and contribute to industrial growth.
YEIDA reiterated that its actions are guided by the objective of promoting genuine industrial activity rather than land hoarding. The Authority emphasised that strict adherence to allotment conditions is essential to maintain transparency, discipline and efficiency in the industrial land allotment process.
Officials further stated that YEIDA remains committed to supporting industrial investors by providing a streamlined and facilitative framework, but non-compliance with mandatory procedures such as lease deed execution cannot be overlooked. The Authority urged all existing and prospective allottees to carefully adhere to the terms and conditions of allotment to avoid similar action in the future.
The cancellation of these allotments, YEIDA said, sends a clear message that industrial land is meant for timely development and productive use, and that the Authority will continue to take firm decisions to ensure optimal utilisation of land resources for industrial and economic development in the region.
