Press Release
Location: New Delhi
Marking World Cancer Day, Delhi Health Minister Dr. Pankaj Kumar Singh launched the Cancer Awareness, Prevention & Screening Programme (CAPS) at the Delhi State Cancer Institute (DSCI). The initiative aims to significantly strengthen early cancer detection, prevention strategies, and accessible cancer care services across the national capital. Senior health officials, doctors, nurses, technicians, and healthcare staff were present at the launch.

Addressing the gathering, Dr. Pankaj Kumar Singh emphasized that timely screening and awareness are the most effective tools to control the rising burden of cancer. He noted that Delhi’s advanced healthcare infrastructure attracts patients from neighboring states, leading to higher reported cases. However, delayed testing often worsens outcomes and increases treatment complexity.
Under the CAPS initiative, the Delhi Government is adopting a community-based and technology-driven approach with a special focus on breast, cervical, and oral cancers. Efforts are being intensified to make cancer screening for women more accessible, regular, and convenient. Advanced mobile cancer screening vans equipped with mammography and HPV DNA testing facilities will be deployed at identified locations and in underserved areas of the city.
A self-testing kit designed to ensure privacy and convenience for women was also launched during the programme. Using this kit, women can collect vaginal swab samples themselves and securely store them in labeled vials. HPV DNA testing will be conducted using RT-PCR technology, with reports shared within one week. Medical consultation, follow-up care, and treatment guidance will be provided wherever required.

The programme will also promote cancer awareness campaigns, tobacco control initiatives, early detection education, and cervical cancer vaccination to reduce future risks. Services at the Delhi State Cancer Institute are being further strengthened, particularly for breast, cervical, and oral cancer care.
Under the leadership of Chief Minister Rekha Gupta, the Delhi Government is implementing a comprehensive strategy focused on prevention, early diagnosis, and timely treatment. Regular screening camps, strengthened infrastructure, and enhanced diagnostic capabilities are being rolled out to ensure high-quality cancer care for all citizens.
Dr. Pankaj Kumar Singh stated that cancer prevention is a key part of Prime Minister Narendra Modi’s vision, and the Delhi Government is fully aligned with this commitment. He reiterated that the government’s goal is to prevent disease wherever possible and protect every life through timely and quality healthcare services.
