Delhi Education Minister Ashish Sood addressed the media following the conclusion of the Assembly session and presented a detailed critique of previous budgetary practices while outlining the current government’s fiscal approach. He stated that despite claims of efficient governance by the previous leadership, the financial situation reflected otherwise. According to him, Delhi’s debt stood at around ₹40,000 crore in 2022-23, which has now been reduced to below ₹30,000 crore through improved financial management.
He alleged that the previous government relied heavily on loans taken at high interest rates, increasing the burden on the public. This, he noted, occurred even when the government was receiving over ₹25,000 crore annually as GST compensation. He criticized what he termed “headline management,” suggesting that the focus remained on image building rather than effective financial governance.
Questions Raised on Budget Utilization
The minister pointed out that in the financial year 2023-24, a budget of ₹76,000 crore was passed, but only ₹61,000 crore was actually spent. He claimed that symbolic and emotional narratives were attached to the budget, while actual implementation remained incomplete. He added that when such facts are presented publicly, political leaders resort to playing the “victim card” instead of addressing accountability.
Focus on Capital Expenditure and Growth
Highlighting the current government’s approach, he stated that the budget is designed to accelerate development rather than generate headlines. He emphasized the increase in capital expenditure aimed at boosting infrastructure, employment, and economic activity. The budget has been increased from ₹1 lakh crore last year to ₹1,03,700 crore this year, while capital expenditure has risen from ₹28,000 crore to ₹32,600 crore.
Emphasis on Stability and Development
The minister stated that consistent allocation has been maintained across sectors such as health, education, roads, water, and sewerage, with increases where necessary. He noted that this approach has helped build confidence in the economy and created a positive environment for growth.
He concluded by saying that the government is focused on delivering measurable outcomes through stability and continuity, which will further accelerate Delhi’s development in the coming years.
