Ahead of the forthcoming Winter Session of the Delhi Legislative Assembly, Speaker Vijender Gupta on Sunday conducted a comprehensive review of the preparedness of the Assembly House, underlining that the focus of the Session will remain on ensuring smooth conduct of proceedings while maintaining the dignity and decorum of the House. The inspection was carried out in the presence of senior officials of the Delhi Legislative Assembly Secretariat and the Public Works Department (PWD), who are responsible for legislative, administrative and infrastructural arrangements.
The Fourth (Winter) Session of the Eighth Legislative Assembly is scheduled to be held from January 5 to January 8, 2026. The Session will commence on January 5 with the address of Lieutenant Governor Vinai Kumar Saxena at 11:00 am. In advance of the Session, the Speaker reviewed all key aspects of readiness to ensure that legislative business is conducted in an orderly, transparent and efficient manner.
Review of Legislative and Administrative Preparedness
During the inspection, Vijender Gupta assessed the overall condition and preparedness of the Assembly House, including seating arrangements, desks for Members of the Legislative Assembly, and facilities required for the conduct of debates and other legislative work. The review also covered administrative preparedness, coordination among departments and the availability of essential support services during the Session.
Emphasising the need for meticulous planning, the Speaker stressed that every arrangement must reflect the seriousness and responsibility associated with legislative proceedings. He directed officials to ensure that there are no shortcomings that could disrupt the functioning of the House during the Session.
Focus on Digital Infrastructure and Paperless Proceedings
A key highlight of the inspection was the review of the Assembly’s digital infrastructure. The Speaker reiterated that the upcoming Winter Session will continue to showcase the Delhi Legislative Assembly’s transition towards a paperless legislature. Members of the Legislative Assembly will use the National e-Vidhan Application (NeVA) through iPads installed at their respective desks in the House.
According to Vijender Gupta, the use of NeVA will facilitate smoother legislative proceedings by enabling Members to access agendas, notices, questions, debates and other legislative documents digitally. He said that the adoption of technology-driven processes is aimed at enhancing transparency, efficiency and accessibility in legislative work, while also contributing to environmental sustainability by reducing paper usage.
Directions to Public Works Department and Officials
During the inspection, the Speaker issued clear instructions to officials of the Public Works Department and officers of the Assembly Secretariat responsible for House management. He directed them to complete all remaining arrangements on priority and ensure that there are no logistical or technical issues during the Session.
The Speaker emphasised the importance of close coordination between different departments to ensure seamless functioning of the Assembly. He noted that any lapse in infrastructure, technology or services could affect the smooth conduct of proceedings and must therefore be addressed well in advance.
Winter Session Schedule and Key Proceedings
The Winter Session of the Eighth Legislative Assembly will be held over four days, from January 5 to January 8, 2026. The Session will begin with the customary address by Lieutenant Governor Vinai Kumar Saxena on the opening day. Legislative business during the Session is expected to include discussions, debates and other proceedings in accordance with the Assembly’s agenda.
The Speaker stated that the Session will reflect the principles of orderly deliberation, transparency and responsible legislative conduct. He said that maintaining discipline and decorum in the House is essential for meaningful discussions and effective law-making.
Milestone in the Assembly’s Digital Journey
Officials recalled that the Delhi Legislative Assembly completed its full transition to the National e-Vidhan Application during the Monsoon Session of the Eighth Legislative Assembly. This marked a significant milestone in the Assembly’s journey towards paperless operations and technology-enabled legislative processes.
The continued use of NeVA in the Winter Session underscores the Assembly’s commitment to modernising legislative functioning and making it more accessible to Members as well as the public. The digital platform also allows citizens to access legislative information more easily, thereby strengthening transparency and public trust in democratic institutions.

Reiterating his expectations from the upcoming Session, Vijender Gupta said that all Members are expected to uphold the dignity of the House and participate in proceedings in a constructive and responsible manner. He noted that smooth conduct of the Session is a shared responsibility of the Chair, Members and officials alike.
With final preparations underway, the Delhi Legislative Assembly is set to begin its Winter Session with a strong emphasis on discipline, digital efficiency and orderly legislative functioning, reflecting its evolving role as a modern, transparent and accountable legislative institution.
