Uttar Pradesh’s ‘Double-Engine Guarantee’ in Health and Development: CM Yogi Attacks Previous Govts in Noida

Uttar Pradesh Chief Minister Yogi Adityanath on Thursday launched a sharp political attack on past state governments, accusing them of letting “one district-one mafia” define the identity of Uttar Pradesh before 2017. Speaking at the inauguration ceremony of Medanta Hospital in Sector-50, Noida, Yogi said his government had replaced the era of crime and corruption with development-led governance under the BJP’s “double-engine model.”

At the event, Yogi highlighted health as a priority for his administration and linked it to systemic governance reform. Without naming the Samajwadi Party (SP) or Bahujan Samaj Party (BSP), he delivered a veiled but forceful critique, recalling how medical treatment once pushed poor families into financial ruin.

“Ten years ago, hospital treatment was the hardest battle for a poor household. Cancer, liver infection or even a biopsy meant selling property and mortgaging jewellery. Today, health has become the guarantee of the double-engine government,” Yogi said, framing improved healthcare access as a key achievement of his leadership.

He pointed to both central and state-led welfare schemes supporting medical aid for the underprivileged, adding that the state government had also widened its own reach in this sector. “Every year, Uttar Pradesh distributes ₹1,300 crore from the Chief Minister’s Relief Fund exclusively for health treatment of the poor,” he stated.

He said that under national health schemes like Ayushman Bharat and Jan Arogya Yojana, nearly 50 crore people across India were benefitting from ₹5 lakh per card in health coverage under the leadership of Prime Minister Narendra Modi.

The ceremony was attended by senior officials from the Medanta Group including Chairman and Managing Director Dr. Naresh Trehan, CEO Pankaj Sahni, along with other medical professionals and dignitaries.

State’s Image Was Crime-Led Before 2017, BJP Turned It into Medical-Led, Says Yogi

Chief Minister Yogi used the event to project a narrative of transformation, asserting that previous governments allowed organised crime to dictate Uttar Pradesh’s reputation.

“Earlier, Uttar Pradesh was known for one district-one mafia. When the BJP formed a double-engine government in 2017, we gave the state a new identity—one district-one medical college,” Yogi said, claiming a direct contrast between past and present governance philosophies.

He added that Medanta had become a “brand synonymous with quality healthcare and clinical excellence,” and said the hospital group’s expansion into Noida would significantly benefit not just Delhi-NCR but also western Uttar Pradesh.

His comments came with a broader message: that development, not criminal influence, was now shaping the state’s district-wise identity.

Political observers say Yogi’s statement aligns with BJP’s larger campaign narrative ahead of the next electoral cycles, positioning welfare infrastructure—including medical and social reforms—as a core marker of governance credibility.

Yogi’s speech reflected an emotional appeal to economic mobility and healthcare dignity for low-income households. He emphasised the cascading effects of institutionalised medical infrastructure on regional prosperity, patient outcomes, and household stability.

He also credited the central government schemes for driving down out-of-pocket healthcare expenses, especially in life-threatening diseases that historically burdened poor families with generational debt.

Medanta Plans Tertiary & Quaternary Care Expansion to Cover Delhi-NCR and Western UP

At the ceremony, Dr. Naresh Trehan, Chairman and Managing Director of the Medanta Group, said the opening of Medanta Noida marked a “mission-defining milestone” for the group’s healthcare expansion strategy.

“Medanta Noida is an essential step in our mission to build a future-ready healthcare ecosystem. This hospital brings together cutting-edge medical technology, advanced infrastructure and experienced doctors under one roof. We will play a key role in offering high-quality tertiary and quaternary care to people across Delhi-NCR and western UP,” Trehan said.

Trehan further added that the hospital is designed to establish new benchmarks in patient outcomes, medical innovation, and clinical precision. “With a strong clinical team, ultra-modern technology and future-ready infrastructure, Medanta Noida will set a new standard in medical excellence and improved patient outcomes,” he said.

The Medanta leadership also underlined its focus on Tertiary and Quaternary Care, areas that involve specialised, multi-disciplinary treatments for critical illnesses including cancer, complex organ transplants, cardiovascular conditions, robotics-assisted surgeries, neurology, and advanced diagnostics.

Officials said the hospital intends to cater to cross-regional demand, especially from patients who previously had to travel long distances or liquidate assets for specialised medical care.

The Medanta Group CEO Pankaj Sahni echoed Trehan’s sentiment, pointing to Medanta Noida as a “future-aligned institution built for scale, care complexity and clinical synergy.”

The inauguration was also attended by other administrative and clinical leaders including hospital executives, medical staff heads and project development teams.

The launch comes at a time when the Delhi-NCR region is witnessing increased demand for large-scale tertiary hospitals as medical tourism, inter-state patient movement and digital-led healthcare fraud cases rise simultaneously, experts said.

Medanta Noida aims to address not only capacity gaps but also trust deficits that often emerge when consumers use unverified online sources to access logistics or medical services.
