AI Land Guardian to Monitor Encroachments in Greater Noida: A New Step Towards Smart Governance with ISRO Collaboration

Greater Noida is on track to become the first city in India to use Artificial Intelligence (AI) and satellite technology to monitor land encroachments. In collaboration with the Indian Space Research Organisation (ISRO), the Greater Noida Authority has initiated the development of an advanced AI-based land monitoring system aimed at ensuring transparency and efficiency in land management. The objective of this initiative is not only to curb encroachments but also to introduce a scientific approach to land use management. The first phase of test data is expected by December, while the complete system is targeted for rollout by March 2026.

This initiative is being hailed as a landmark move toward technology-driven governance that could transform Greater Noida into a model for smart city administration in India.

AI and Satellite Technology to Closely Track Encroachments

In partnership with ISRO’s National Remote Sensing Centre (NRSC), the Greater Noida Authority has conceptualized a project titled “AI Land Guardian.” This state-of-the-art system will integrate high-resolution satellite imagery with AI-based analysis to instantly identify any encroachments on land. Along with real-time monitoring, the system will periodically analyze land use patterns, helping authorities pinpoint areas of illegal occupation or unauthorized construction.

Under the leadership of CEO N.G. Ravi Kumar, work on the project has begun in full swing. The signing of a Memorandum of Understanding (MoU) between the Authority and ISRO is in its final stage. As part of this agreement, NRSC will develop an AI-based model, monitoring dashboard, and automated alert system for the Authority. In addition, NRSC will train Greater Noida officials and staff on how to operate and maintain this new technology to ensure smooth functioning post-handover.

One of the biggest advantages of combining AI with satellite imagery is the availability of real-time data. This means that any unauthorized activity or construction can be detected and reported immediately. The use of GIS (Geographical Information System)-based visuals will further make decision-making processes more accurate and data-driven.

According to ACEO Sumit Yadav, this system will not only prevent encroachments but will also create a strong, data-driven model for proper land utilization and management. It will enhance both transparency and efficiency in resolving land disputes.

Greater Noida Sets a New Benchmark for Smart Governance

This initiative marks the first instance in India where any development authority is integrating AI and satellite technology for governance purposes. It is expected to make the administrative framework more transparent, precise, and accountable. Developed in collaboration with ISRO, the model aims to bring a major transformation in land conservation, public property management, and urban planning.

CEO N.G. Ravi Kumar described the project as a milestone in the direction of “technology-driven governance.” Partnering with a premier scientific institution like ISRO will enhance both precision and transparency in land management. He added that the system will not only curb encroachments but also introduce a scientific mechanism for continuous land use monitoring.

The availability of real-time data will enable the Authority to take swift action in encroachment cases. Accurate information on land availability and conditions will make administrative decisions easier and future planning more effective.

ACEO Sumit Yadav stated that this system would lay the foundation for a smart, data-driven, and proactive enforcement mechanism in urban governance. The AI model will instantly detect any changes or encroachments on land, ensuring that corrective action is taken without delay.

The Authority believes that this technology will effectively curb corruption, irregularities, and illegal land occupations. It will also benefit citizens by making land management more transparent and reliable, thus accelerating developmental activities.

This initiative is poised to make Greater Noida a leading example of “smart city governance” in India, serving as an inspiration for other urban development authorities. The AI Land Guardian system, developed with ISRO’s expertise, will digitize and automate land management, reduce human intervention, and enable data-based decision-making.

Officials have described this project as a transformative step toward modern urban governance in India. The system is expected to establish Greater Noida as the country’s first “AI-enabled land management city.” It will strengthen land conservation efforts and bring revolutionary changes in urban planning, property record management, and public asset monitoring.

The visionary initiative by the Greater Noida Authority will redefine the role of technology in urban governance. With ISRO’s collaboration, the AI Land Guardian model could serve as a roadmap for other cities in the future. More than a tool for preventing encroachments, this project represents a comprehensive governance approach — one that blends data, technology, and accountability to elevate urban administration to new heights.
