Eligible non-governmental organizations and voluntary organizations have been invited to submit proposals by March 24, 2026 for the implementation of activities for senior citizens under the Atal Abhyuday Yojana in Gautam Buddh Nagar. The scheme is being implemented under the state action plan approved by the Ministry of Social Justice and Empowerment, Department of Social Justice and Empowerment, Government of India.
District Social Welfare Officer Satish Kumar said approval has been granted for carrying out a range of welfare activities in the district for senior citizens under the scheme. These activities include cataract surgeries, health and medical camps, productive ageing activities, sensitization and awareness programmes, intergenerational bonding activities, and other welfare programmes for elderly citizens.
According to the official information, the selection of institutions, NGOs, and voluntary organizations for these activities will be carried out by the district-level Senior Citizen Welfare Committee. The committee will select organizations on the basis of mandatory eligibility conditions laid down in a sequential and structured manner.

In addition, the organization must have a mandatory Memorandum of Understanding with a hospital registered under the Clinical Establishment Act.
The second condition requires that the NGO or voluntary organization must maintain an account in a nationalized bank in the name of the NGO or voluntary organization. The third requirement makes it compulsory for the organization to be registered on the NITI Aayog NGO Darpan portal.
Officials said the registration certificate of the organization must have been issued before July 1, 2022. The organization must also attach copies of its PAN card and GST certificate along with the proposal.
As part of the documentation requirements, organizations must submit their annual progress reports for the last two years. In the field of cataract surgery, the organization must have at least two years of proven experience and should have successfully carried out a minimum of 250 cataract surgeries during the last two years.
In addition, audited financial statements for the last three financial years — 2022-23, 2023-24, and 2024-25 — must be submitted with the proposal. Organizations are also required to provide an affidavit on ₹100 stamp paper stating that they have not been blacklisted by any government body.
Further, a declaration on the organization’s official letterhead must be attached in the format of Annexure-1 and Annexure-2. Officials added that any other conditions determined by the district-level committee will also be applicable during the selection process.
