MSME Minister Rakesh Sachan reviewed the Chief Minister Youth Entrepreneur Development Scheme and directed banks to expedite pending applications to ensure benefits reach eligible youth.
Gautam Buddh Nagar | March 13, 2026 — Uttar Pradesh MSME, Khadi and Village Industries, Silk, Handloom and Textile Industry Minister Rakesh Sachan held a review meeting on Friday regarding the implementation of the Chief Minister Youth Entrepreneur Development Campaign Scheme at the Greater Noida Authority auditorium.
The meeting was attended by officials from concerned departments and senior representatives of various banks. During the review, the minister assessed the progress of the scheme in line with the targets assigned to different districts and issued necessary directions to ensure effective implementation.
Banks Directed to Clear Pending Applications
During the meeting, Minister Rakesh Sachan instructed bankers to prioritize the disposal of all pending loan applications within the remaining days of March 2026 so that eligible youth can receive benefits of the scheme in a timely manner.
He also warned that any bank branch rejecting applications without proper and justified reasons would face strict action. The minister emphasized that banks must actively support the scheme by encouraging eligible youth and ensuring smooth access to financial assistance.
Concern Over Zero Progress by Some Bank Branches
The review revealed that some bank branches had recorded zero progress in loan disbursement despite being assigned targets. Expressing concern over the issue, the minister said that negligence or lack of seriousness in implementing the scheme will not be tolerated.
He clarified that accountability will be fixed for officials who fail to meet their assigned targets.
Special Campaign to Reach Eligible Youth
Minister Sachan directed officials from all concerned departments to coordinate with banks and conduct special awareness campaigns across districts.
He suggested organizing camps, awareness programs, and guidance sessions to inform young people about the scheme so that more youth can benefit from entrepreneurship opportunities and become self-reliant.
Over 1.25 Lakh Youth Receive Loans Under Scheme
Speaking to the media after the meeting, the minister stated that the Chief Minister Youth Entrepreneur Development Campaign is one of the flagship initiatives of the Uttar Pradesh government aimed at promoting employment and entrepreneurship among youth.
He informed that the scheme aims to connect nearly one lakh youth with employment or self-employment every year. Against the target of 1.5 lakh beneficiaries for the financial year 2025–26, loans worth more than ₹5,150 crore have already been distributed to over 1.25 lakh youth.
He added that review meetings are being conducted regularly across districts to ensure effective implementation of the scheme and timely achievement of targets.
Senior Officials Attend Review Meeting
The meeting was attended by Additional Chief Secretary of the MSME Department Alok Kumar, State Nodal Officer of CM Yuva Mission Sarveshwar Shukla, Additional Commissioner Industries Meerut Division Umesh Singh, Deputy Commissioner Industries Gautam Buddh Nagar Pankaj Nirwan, representatives of banking institutions, and other departmental officials.
