Israel’s political-security cabinet has approved a plan to take military control of Gaza City, the largest urban center in the Gaza Strip, as the country escalates its military operations amid nearly two years of devastating conflict. The decision comes despite mounting criticism from both domestic and international communities over the ongoing war. The plan includes evacuating Palestinian civilians from Gaza City and launching a ground offensive while continuing to provide humanitarian aid outside combat zones. Israeli Prime Minister Benjamin Netanyahu emphasized that Israel does not intend to govern Gaza permanently but seeks to establish a security perimeter, with hopes to hand over governance to Arab forces.

The approval signals a significant intensification of Israel’s military strategy in the region and reflects ongoing debates within the government about the scope and duration of the operation. The political-security cabinet’s endorsement of this focused campaign on Gaza City contrasts with Netanyahu’s broader statements about taking control of the entire Gaza Strip.

Military Strategy and Civilian Evacuations

The plan, which was approved early on Friday, centers specifically on Gaza City in the northern part of the Gaza Strip. Israeli officials confirmed that the operation would involve the Israeli Defence Forces (IDF) preparing to take control of the city while also ensuring humanitarian assistance to civilians outside the active combat zones. According to reports, Palestinian civilians are expected to be evacuated from Gaza City ahead of the ground offensive, with warnings possibly issued weeks in advance to allow time for safe departure.

This move marks a departure from previous military actions, which targeted specific militant positions. Now, the focus has shifted toward controlling larger urban areas that have remained out of Israeli military control. There is also speculation about a phased approach to expanding military control over parts of Gaza that remain beyond the IDF’s reach. Government sources indicate that such decisions are still under discussion, with final approvals pending from the full cabinet.

Netanyahu’s office clarified that the majority of the political-security cabinet members believed that alternatives proposed earlier would not be sufficient to defeat Hamas or secure the release of hostages held by the militant group. The Israeli leader reaffirmed his commitment to dismantling Hamas and freeing Israeli captives, though he declined to elaborate on specific governance arrangements post-military control.

Historical Context and Political Implications

The decision to take control of Gaza City represents a significant reversal of Israel’s 2005 disengagement plan, which saw the withdrawal of Israeli citizens and military personnel from the Gaza Strip. Although Israel retained control over Gaza’s borders, airspace, and utilities, the militant group Hamas gained power following the 2006 Palestinian elections. Right-wing political factions in Israel have long criticized the 2005 disengagement, blaming it for empowering Hamas and escalating hostilities in the region.

Netanyahu’s recent remarks suggested that while Israel intends to take military control, it does not plan to govern Gaza permanently. He stated that Israel aims to establish a security perimeter but wants Arab forces to assume governance of the territory. However, details of how such governance would be structured or which Arab countries might be involved remain unclear. Arab nations have expressed that any future administration of Gaza must be based on Palestinian consensus and managed through legitimate Palestinian institutions.

The situation remains tense within Israel itself. Military leadership has reportedly expressed concerns about expanding the campaign, with senior military officials pushing back against the broader territorial ambitions. The coalition government also faces pressure from far-right ministers advocating for a more extensive military presence in Gaza, raising fears of a prolonged and deeper conflict.

Humanitarian Concerns and International Reactions

The approval of a military takeover of Gaza City has intensified international concern, especially regarding the humanitarian impact on Gaza’s civilian population. The United Nations has described reports of potential escalation as “deeply alarming.” Recent images of starvation and suffering among Gaza’s children have sparked global condemnation, raising questions about the humanitarian consequences of continued military operations.

Approximately 50 hostages remain in Gaza, with Israeli officials believing around 20 are still alive. Previous releases of hostages have occurred through diplomatic negotiations, but recent talks aimed at a ceasefire and broader releases collapsed earlier this year. Hamas has indicated that increased humanitarian aid could revive ceasefire discussions, though Israel accuses Hamas of diverting aid to its fighters and using resources to finance its operations, allegations that Hamas denies.

Hamas has condemned Netanyahu’s plan as “a blatant coup” against ongoing negotiations and accused the Israeli government of seeking to sacrifice hostages in pursuit of military goals. The militant group remains resolute in demanding a permanent end to the conflict as a condition for any deal, while Israel doubts Hamas’s willingness to relinquish power even if peace terms are agreed upon.

The political-security cabinet’s decision to move forward with a military operation focused on Gaza City marks a pivotal moment in the nearly two-year conflict. As Israel prepares for a potential ground offensive and civilian evacuations, questions linger about the long-term implications for Gaza’s governance, regional stability, and prospects for peace. Meanwhile, global calls for humanitarian access and protection of civilians continue to grow louder amid the escalating violence.
