The ongoing crisis in Haryana’s healthcare sector has intensified as private hospitals across the state remain on strike over pending payments under the Ayushman Bharat scheme. Since August 7, hospitals in cities including Panipat, Panchkula, and others have halted treatment for beneficiaries under the flagship health insurance initiative, citing unpaid dues that have disrupted routine healthcare delivery. The Indian Medical Association (IMA) in Haryana has confirmed that the total outstanding payments to hospitals stand at Rs 490 crore, with partial releases failing to resolve the impasse. This strike has created significant challenges for patients relying on the scheme for free medical treatment, forcing them to turn to already overburdened government hospitals. Doctors and hospital administrators have emphasized that their decision to suspend services is not aimed at harming patients but is a necessary measure to ensure financial sustainability and accountability from the government.

Strike Continues Amid Pending Payments and Failed Dialogue

Despite repeated assurances from the state government, private hospitals in Haryana have refused to resume services under Ayushman Bharat until all outstanding payments are cleared. According to the IMA, the partial release of funds was insufficient and did not address the accumulated dues, which has left hospitals struggling to manage operational costs. Members of the association staged a public protest in Panipat, including burning effigies of government representatives, highlighting the severity of the situation and the frustration among healthcare providers. The IMA has demanded the establishment of a transparent and robust payment framework that ensures timely settlements in consultation with hospital authorities. Without a structured mechanism, hospital administrators argue that the scheme becomes unsustainable, as hospitals continue to incur costs while waiting indefinitely for reimbursement. Doctors have stated that repeated attempts to engage in meaningful dialogue with the state government have yielded little progress, prompting them to maintain the strike as a form of protest.

Healthcare professionals have also defended their decision as a last resort, arguing that it was impossible to continue operations under the scheme without timely payments. Dr. Kuldeep Mangla from Panchkula emphasized the difficulties hospitals face in sustaining services without financial certainty, highlighting that the delay not only impacts hospital operations but also threatens the quality and accessibility of patient care. While Health Minister Aarti Rao criticized the hospitals for acting prematurely, doctors argue that prolonged delays and inadequate communication from the government forced them to take decisive action. The standoff has left nearly 1.5 crore Ayushman Bharat beneficiaries in Haryana without access to free healthcare, placing immense pressure on government hospitals and creating bottlenecks in medical treatment.

Government Response, Committee Formation, and Future Negotiations

In response to the crisis, Chief Minister Nayab Saini announced the formation of a committee to verify hospital claims and ensure due diligence in the disbursal of funds. However, the IMA has criticized this approach, stating that verification processes cannot justify prolonged delays in payments. The association insists on direct involvement in designing a payment mechanism that is transparent, timely, and accountable. Hospital representatives have warned that without such a system, the financial burden of delayed reimbursements will continue to affect their operations and could potentially force more hospitals to withdraw services. The state government maintains that efforts are underway to address the grievances of private hospitals, but the pace of resolution has not met the expectations of healthcare providers.

Scheduled talks between the IMA and the state government are expected to determine whether the strike will continue or escalate further. Until a definitive resolution is reached, thousands of patients remain deprived of the promised free medical services under Ayushman Bharat, highlighting the systemic challenges in implementing large-scale public healthcare schemes. The ongoing dispute underscores the critical importance of timely payments and transparent communication between the government and service providers to maintain the credibility of national health initiatives. Meanwhile, hospitals have reaffirmed their commitment to resume services only when a reliable and permanent financial mechanism is established, stressing that the continuity of quality healthcare delivery cannot be compromised.

The strike has also brought attention to broader issues within the healthcare ecosystem, including the dependence of private hospitals on government reimbursements, the administrative bottlenecks in disbursing funds, and the impact of delayed payments on patient care. Experts have pointed out that prolonged disruptions in schemes like Ayushman Bharat not only affect immediate healthcare delivery but also erode public trust in government-led initiatives. The crisis in Haryana may serve as a cautionary example for other states and policymakers, highlighting the necessity of financial prudence, accountability, and cooperative engagement with private healthcare stakeholders to ensure uninterrupted access to medical services.

As negotiations continue, both the IMA and the government face mounting pressure to reach a mutually agreeable solution that addresses financial grievances while safeguarding patient welfare. The situation in Haryana reflects the delicate balance between administrative oversight, financial management, and service delivery in India’s healthcare sector, emphasizing the need for reforms that prioritize efficiency, transparency, and sustainability. With patient welfare hanging in the balance, the resolution of this strike is critical not only for restoring services under Ayushman Bharat but also for maintaining confidence in public-private partnerships in healthcare.
