The Greater Noida Authority has intensified its enforcement drive against violations of GRAP-4 norms in view of severe air pollution across the National Capital Region (NCR). Acting on the directions of the National Green Tribunal (NGT), the Authority has imposed penalties amounting to ₹49.45 lakh on 46 companies and individuals found flouting pollution control regulations over the past two days.
GRAP-4 restrictions were implemented across the NCR following a sharp rise in pollution levels, leading to a complete ban on construction activities and strict instructions on handling construction material. Under these rules, construction materials must be properly covered, and regular water sprinkling is mandatory to prevent dust emissions. To ensure strict compliance, the Greater Noida Authority has launched a sustained inspection and enforcement campaign across its jurisdiction.

According to officials, the Authority’s Project Department has been conducting continuous inspections to identify violations of GRAP-4 norms. Based on these inspections, penalties have been imposed on builders, industrial units, and individual residents who were found carrying out construction activities or failing to comply with dust control measures. The Authority has made it clear that the action is being taken uniformly, irrespective of whether the violator is a large company or an individual resident.
Greater Noida Authority Chief Executive Officer N G Ravi Kumar has issued clear instructions to ensure strict enforcement of GRAP-4 guidelines. Under the leadership of Additional Chief Executive Officer Sumit Yadav, teams from the Project Department are actively monitoring different sectors and villages in Greater Noida. Officials stated that wherever violations are detected, immediate penalties are being imposed to deter further non-compliance.

Over the last two days, inspections revealed violations at 46 locations, leading to the imposition of fines totalling ₹49.45 lakh. The Authority has directed all defaulters to deposit the penalty amount into the Authority’s account within one week. In addition, violators have been instructed to immediately cover construction materials and ensure regular water sprinkling at their sites to control dust pollution.
Among those penalised are major builders, industrial units, and local residents. In Sector-1, ATS and Brinda (Sky Ward) were fined ₹5 lakh each. In Kheda Choganpur, Manoj Sharma, Batuknath Shukla, and ABS Developers were each fined ₹5 lakh for violations related to construction activities. Several developers in Sector-12, including Ace Group, Civitech, and Fusion, were fined ₹1 lakh each, while Fusion Fabrics in Sector-10 also faced a ₹1 lakh penalty.
Industrial units in Ecotech-8, including NDICON Construction, Suvig Foil, and Sparking Hughes James, were fined ₹1 lakh each. In Ecotech-6, Complaint Conveyor System was fined ₹50,000, while BLC Engineering Services was penalised ₹25,000. In residential areas such as Bhanauta and Chhapraula, several individuals, including Sandeep Kumar, Dharmavati, Satendra, Jaypal and others, Manoj Gautam, Mukesh, Shivam Saini, Harshvardhan, and Harish Singhal, were fined ₹1 lakh each for violating GRAP-4 norms.
Additionally, 22 residents in Eta-1 were collectively fined ₹6.70 lakh. Officials said these residents were found carrying out construction activities despite the GRAP-4 restrictions being in force.
Additional CEO Sumit Yadav stated that the Authority remains committed to enforcing pollution control regulations to curb rising air pollution levels. He warned that action against violators would continue in the coming days and that no leniency would be shown to those disregarding the rules. “Compliance with GRAP-4 norms is mandatory, and anyone found violating them will face strict penalties,” he said.
The Greater Noida Authority has reiterated that the enforcement drive will continue as long as GRAP-4 restrictions remain in place. Officials stressed that public cooperation is essential to control pollution and protect public health, and urged residents, builders, and industries to strictly follow all prescribed environmental guidelines.
