The Noida Authority has taken a firm stance against alleged environmental violations at NRI City Homes, a group housing society located in Sector-45, by initiating the process to register a First Information Report (FIR) with the local police. The move follows findings by the Authority’s Environment Cell, which confirmed that the sewage treatment plant (STP) installed within the residential complex was not being operated in accordance with prescribed environmental norms. Based on these findings, an official communication has been sent to the station house officer, seeking immediate legal action against the society.
Site inspection reveals non-compliance
According to officials, the Environment Cell of the Noida Authority conducted a site inspection of NRI City Homes, GH-04A, Sector-45, on November 28, 2025. During the inspection, it was observed that the STP installed within the premises was not functioning as per mandated standards. The inspection report highlighted serious shortcomings in sewage treatment and waste management practices being followed by the housing society. Officials noted that improper operation of the STP poses a significant risk to the environment and could adversely affect surrounding areas if corrective measures are not taken promptly.
The inspection was carried out as part of routine monitoring to ensure compliance with environmental regulations by residential and commercial establishments in the city. However, in this case, the deviations found were described as serious and persistent in nature.
Penalty of Rs 43.35 lakh imposed
Based on the inspection findings, the Noida Authority imposed a penalty of Rs 43,35,000 (Rs forty-three lakh thirty-five thousand only) on NRI City Homes for violating multiple environmental laws. These include provisions under the Water (Prevention and Control of Pollution) Act, the Air (Prevention and Control of Pollution) Act, and the Solid Waste Management Rules, 2000 and 2016. The Authority also informed the Regional Officer of the Pollution Control Board about the violations and the penalty imposed.
Despite the imposition of the substantial fine, officials stated that the housing society has continued to flout environmental regulations. The continued non-compliance, even after regulatory action, has prompted the Authority to escalate the matter and seek criminal proceedings through the registration of an FIR.
Alleged violation of NGT directives
In its communication to the police, the Noida Authority has also pointed out that the actions of NRI City Homes amount to a violation of the rules and directives issued by the National Green Tribunal (NGT). The Authority noted that repeated disregard for environmental norms not only constitutes a breach of statutory provisions but also undermines the intent of NGT guidelines aimed at protecting the environment and public health.
Officials expressed concern that sustained non-compliance by large housing societies can have long-term consequences, including contamination of water bodies, deterioration of air quality, and increased health risks for residents and nearby populations.
Request for immediate FIR
The letter seeking police action has been issued by the Senior Manager, Water Department-III, Noida Authority. In the communication, the station house officer has been requested to register an FIR against NRI City Homes under the relevant provisions of the Water Act, 1974, the Air Act, 1981, and the Solid Waste Management Rules, 2000 and 2016. The Authority has emphasised that initiating criminal proceedings is necessary to ensure compliance with environmental laws and to deter similar violations in the future.
The letter states that timely legal action would help safeguard the environment and reinforce the message that violations of environmental norms will not be tolerated.
Matter escalated to senior officials
Copies of the letter have also been forwarded to senior officials within the Noida Authority for their information and review. These include the staff officer for the perusal of the Chief Executive Officer, the Additional Chief Executive Officer (SP), the General Manager (Water, Planning and Public Health), the Regional Pollution Control Board office in Sector-1, Noida, and the Environment Cell, which conducted the inspection.
The Authority has indicated that further action will be taken based on the inspection report and the response from law enforcement agencies.
Signal of stricter enforcement
The case is being seen as a clear indication of the Noida Authority’s stricter approach towards enforcement of environmental regulations. Officials reiterated that any group housing society or establishment found violating environmental laws will face stringent action, including financial penalties and criminal proceedings, if required.
The Authority has underlined that compliance with environmental norms is essential for sustainable urban development and public well-being. It has also warned that continued negligence by residential complexes in operating sewage treatment plants and managing waste responsibly will attract severe consequences, as the administration seeks to strengthen environmental protection across the city.
