Education Minister Ashish Sood announces implementation of Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025; parents urged to support the framework
New Delhi, 12 December 2025: The Delhi Government has formally implemented the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, along with the corresponding Rules framed under it. Education Minister Ashish Sood announced that the law has come into force with immediate effect, marking a historic step in regulating school fees and enhancing transparency in the education sector.
With the Act and Rules now operational, the Education Department will begin executing all procedures outlined under the law. This includes scrutinising school fee proposals, granting permissions, reporting, and continuous monitoring to ensure compliance.
Criticising previous administrations, Sood highlighted that successive governments ignored this critical issue for 27 years. “Earlier governments neglected fee regulation for nearly three decades, but our government implemented this historic reform within days. In a remarkably short period, we enacted a strong law and set a new benchmark for administrative efficiency and good governance in Delhi,” he said.
Emphasising the right to education, Sood stated, “Education is not a business; it is a right.” He reaffirmed the government’s commitment to providing every child in Delhi with quality education delivered with honesty, transparency, and fairness. The Act, he noted, will address parental concerns, strengthen public trust, and position Delhi as a model for education reform nationwide. He appealed to parents and guardians to actively cooperate with the new system to ensure its successful implementation.
The Education Minister said the Act and Rules are designed to end arbitrary fee hikes by private schools, empower parents, and ensure transparency and accountability. Schools will now be required to submit detailed fee structures, expenditure reports, and financial requirements for government review. “With this system in place, parents will no longer face persistent issues regarding fee grievances, and effective monitoring of schools will be possible,” Sood added.
The Act introduces several key provisions to safeguard parents’ interests, including:
* Mandatory parental participation in fee fixation and revision processes
* Public disclosure by schools of financial statements, expenditure details, fund utilisation, and fee structures
* A robust grievance-redressal mechanism
* Immediate action on complaints related to unauthorised, illegal, or sudden fee hikes
* Prior government approval and adherence to detailed procedures before any fee increase
Sood stressed that the Delhi Government is committed to creating a fully transparent, accountable, and parent-friendly education system. Unchecked fee hikes in private schools have long been a major concern for families, and the new law aims to end such arbitrary practices while increasing institutional accountability.
“This landmark Act is a transformative step towards protecting the interests of parents and students in Delhi. Schools will be strictly monitored to ensure compliance, reinforcing trust, transparency, and fairness across the education system,” the Minister concluded.
The implementation of the Delhi School Education (Transparency in Fixation and Regulation of Fees) Act, 2025, marks a significant milestone in the government’s efforts to reform the education sector and strengthen governance mechanisms while prioritising the rights and welfare of students and parents.
