This move aligns the Delhi Pollution Control Committee (DPCC) with the Central Pollution Control Board (CPCB) guidelines and reflects a policy shift aimed at balancing environmental protection with industrial growth.
Faster Approvals for Green Category Industries
With this revised categorization, businesses engaged in digital printing will benefit from quicker regulatory approvals. The Green Category now comes with a provision where Consent to Operate (CTO) is deemed approved within 20 days if no official decision is communicated. This marks a major improvement from the earlier 120-day timeline, which often led to delays and uncertainty for businesses.
The reform is expected to significantly reduce bureaucratic hurdles, making it easier for entrepreneurs, particularly in the MSME sector, to start and expand their operations. By simplifying procedures and ensuring time-bound approvals, the government aims to create a more transparent and business-friendly ecosystem.
Balanced Approach to Pollution and Industrial Growth
The reclassification is part of a broader strategy to rationalize industrial categories based on pollution levels. By identifying low-risk and non-polluting industries and placing them in the Green Category, the government seeks to focus stricter regulations on high-pollution sectors while encouraging cleaner industries to grow.
Digital printing on materials such as flex, vinyl, and PVC has now been recognized as a low-impact activity, allowing it to join over 125 other industries already categorized as Green. These include sectors like apparel, aluminium products, ayurvedic units, furniture manufacturing, packaging, optical goods, toys, and cold storage.
This approach reflects a data-driven governance model where environmental concerns are addressed without stifling economic activity. It ensures that industries contributing minimally to pollution are not burdened with excessive compliance requirements.
