The Delhi Legislative Assembly Secretariat has issued notices to the Director General of Police of Punjab, the Police Commissioner of Jalandhar, and the Special Director General of Police of the Cyber Cell, Punjab, directing them to submit written explanations along with all relevant documents within 48 hours in connection with an FIR registered in Jalandhar over an alleged doctored video clip of Delhi Assembly proceedings.
Addressing a press conference at the Conference Room of the Delhi Assembly premises on Saturday, Speaker of the Delhi Legislative Assembly Vijender Gupta said that the notices have been issued as the matter involves serious constitutional concerns and directly relates to the dignity, authority, and legislative privileges of the House. He stated that the Assembly has taken strong note of the developments and will deal with the issue strictly in accordance with established rules and procedures.
The Speaker informed that the Delhi Legislative Assembly Secretariat has issued a formal notice regarding the FIR registered in Jalandhar, which is based on a video clip purportedly showing tampered footage of Assembly proceedings. The notice clearly states that the House is already seized of the matter and that the video clip has been referred both to the Forensic Science Laboratory for examination and to the Committee of Privileges. It also records the Speaker’s concern over the involvement of the Punjab Police in a matter that is considered to fall squarely within the privileged domain of the Delhi Legislative Assembly. Detailed explanations and supporting documents have been sought from the concerned authorities.
Gupta said the issue is of extreme seriousness and constitutional importance, as it strikes at the very core of the Assembly’s dignity and institutional authority. He emphasized that the matter is not limited to any individual, minister, or political party, but concerns the rights and privileges of the House as a constitutional body.
The Speaker stated that the video on the basis of which the FIR has been registered is not a personal or private recording, but the official recording of the proceedings of the Delhi Legislative Assembly. Such recordings, he said, are the exclusive property of the Assembly. Misuse of the House’s official footage in this manner, and the registration of an FIR against a serving minister on the basis of such material, is not only unfortunate but also extremely serious and condemnable.
Clarifying the Assembly’s position, Gupta said that any recording of proceedings inside the House belongs solely to the Assembly and not to any political party, individual, or external agency. He questioned the legal authority and justification under which the FIR was registered, stating that such actions raise serious constitutional and procedural issues.
Expressing grave concern over the role played by the Police Commissioner of Jalandhar, the Speaker said that his involvement in the entire episode appears highly questionable. Prima facie, the actions amount to a clear case of breach of privilege of the House, he said, adding that a direct case of privilege violation is made out against him. Gupta stated that the House will consider this aspect seriously and take an appropriate decision in accordance with legislative rules.
The Speaker further informed that, at the demand of the Opposition and in order to ensure complete transparency and fairness, the video clip has been sent to the Forensic Science Laboratory for examination. However, he stressed that describing the official recording of the House as “tampered” or “doctored” amounts to a direct attack on the dignity, credibility, and sanctity of the Assembly as a constitutional institution.
Gupta said the allegations surrounding the video appear not merely to be false but part of a well-planned conspiracy aimed at undermining the prestige of the House and maligning constitutional institutions. He warned that anyone found to be directly or indirectly involved in such a conspiracy would face the strictest possible action by the Assembly.
Reiterating the Assembly’s resolve, the Speaker said that the House is fully aware of how to safeguard its rights and privileges and will not compromise, at any cost, with its dignity, assets, or constitutional sanctity. He confirmed that the Assembly has formally taken cognizance of the entire matter and that all necessary action, as prescribed under the rules, will be ensured.
During the press conference, Gupta also referred to developments inside the House, stating that despite being repeatedly called, the Leader of the Opposition did not appear before the Assembly and did not participate in the discussion on pollution. He said that during the ongoing discussion, members of the Opposition walked out of the House.
The Speaker added that the Leader of the Opposition was asked to offer a brief apology to bring the matter to a close, but she refused to do so. He said that had the apology been offered, the issue would have ended at that stage itself. Gupta asserted that the misuse of the House for political ambitions will not be tolerated and that the Assembly will take firm action to protect its institutional integrity.
