Questions have emerged over the expenditure related to the construction and landscaping of the National Dalit Prerna Sthal located in Sector 95, Noida. Observations made by the Comptroller and Auditor General highlighted several financial and administrative discrepancies in the project. Following these findings, the Public Accounts Committee of the Uttar Pradesh Assembly has begun reviewing the matter.
According to sources, a total expenditure of nearly ₹723 crore was incurred on the project. The spending covered the construction of the memorial complex, installation of stone statues, development of the premises, and creation of landscaped green spaces. However, during the audit process, several payments were found to lack supporting vouchers in the official files.
After these objections were raised, the Public Accounts Committee sought detailed information from the Noida Authority regarding the entire construction process. The authority has been asked to provide complete records related to tenders, contracts, payments, and other project documentation. Officials are currently compiling a comprehensive report that will be submitted to the state government.
During the review, it was also revealed that multiple Memorandums of Understanding worth around ₹84 crore were signed in connection with the project. The committee has requested clarification regarding these agreements, including the nature of the work undertaken and the outcomes achieved through these contracts.
Sources indicate that several project files do not contain the required payment vouchers and supporting documents. As a result, it has become difficult to determine the exact purpose and authorization of certain expenditures. This has prompted authorities to undertake a detailed examination of financial records.
Officials from the authority stated that efforts are being made to collect and verify old records related to the project. All available documents are being reviewed so that a clear and accurate explanation can be provided to the Public Accounts Committee.
The National Dalit Prerna Sthal is one of Noida’s prominent memorial complexes, dedicated to the ideals of social justice and equality. The site is widely known for its large stone structures, statues, and iconic elephant sculptures that symbolize strength and dignity. It attracts a significant number of visitors each year.
However, the scale of expenditure and the discrepancies identified in financial records have raised concerns at the administrative level. The committee is now examining whether the funds allocated to the project were used properly and whether all procedures were followed in accordance with established rules.
Authorities have stated that the report being prepared for submission to the government will include all available facts and supporting documents. The final conclusions and any possible action will depend on the findings of the ongoing review and the committee’s evaluation.
