The Central Intelligence Agency (CIA) has declared that it believes the COVID-19 pandemic is “more likely” to have originated from a laboratory leak than from a natural event. This assessment, however, is made with “low confidence,” according to a statement issued by the CIA. The agency continues to examine all available intelligence, emphasizing that both research-related and natural origin theories remain plausible. While the conclusion leans toward a laboratory leak, the CIA insists that it will continue to evaluate credible new information that could alter its assessment.
This statement from the CIA comes after John Ratcliffe, the newly appointed director of the agency, was sworn in on Thursday. Ratcliffe, who served as the Director of National Intelligence under former President Donald Trump, has long been vocal about his belief that the virus likely emerged from a leak at the Wuhan Institute of Virology. In an interview with Breitbart News, Ratcliffe reaffirmed his stance, stating that COVID’s origins would be a “day-one” priority for the CIA. He added, “I’ve been on record as saying I think our intelligence, our science, and our common sense all dictate that the origins of COVID were a leak at the Wuhan Institute of Virology,” though he clarified that the CIA had not yet made this conclusion public at the time.
The assessment itself was reportedly ordered during the administration of former President Joe Biden and was completed before Ratcliffe assumed his new position. It is important to note that the analysis was based on existing intelligence rather than new findings, according to US media reports. Despite the CIA’s position, three other U.S. agencies, including the FBI and the Department of Energy, have publicly backed the theory that the COVID-19 virus most likely escaped from a laboratory in Wuhan, China.
The Chinese government has strongly rejected the CIA’s assessment, labeling it as politically motivated and misleading. A spokesperson from the Chinese Embassy in Washington, DC, accused the CIA of using the lab leak theory to tarnish China’s image. “It is still an old routine of political manipulation of tracing the source and has no credibility,” the embassy’s spokesperson, Liu Pengyu, stated. He further emphasized that the source of the virus is a complex scientific issue and should be determined by scientists through rigorous research, not by politicians. Liu reiterated China’s commitment to scientific transparency and openness, pointing to a joint study conducted by the World Health Organization (WHO) and China in 2021, which concluded that a lab leak was “extremely unlikely.”
Despite the CIA’s assertion, the debate over the origins of COVID-19 remains unresolved within the U.S. intelligence community. Four other U.S. intelligence agencies, along with the National Intelligence Council, continue to believe that the virus most likely emerged via natural transmission.
