Noida, February , 2026: The Industrial Development Authority (YEIDA) has issued a Letter of Intent (LOI) for the allotment of 50 acres of land in Sector 8D under the YEIDA Master Plan 2041 for the development of an integrated packaging hub in Uttar Pradesh. The LOI was handed over by Chief Executive Officer Rakesh Kumar Singh to GNIPL, a subsidiary of Singapore-headquartered Universal Success Enterprises Singapore (USEL).
The formal issuance of the LOI took place in the presence of Additional Chief Executive Officer Shailendra Kumar Bhatia and Prashant Mukherjee, Director of the investor company. The proposed project represents a significant step toward strengthening the industrial and logistics ecosystem in the Yamuna Expressway region.
GNIPL plans to establish a state-of-the-art, multi-project-based integrated packaging campus on the allotted land. The facility, to be developed under the name “Universal Packaging Hub,” is designed to cater to the rapidly growing domestic and export demands of sectors such as FMCG, pharmaceuticals, e-commerce, and other industrial segments.
According to project details, the proposed investment in the integrated packaging hub is estimated at approximately ₹750 crore. The development is also expected to generate employment opportunities for more than 6,000 people, contributing significantly to regional economic growth and job creation.
The project site is strategically located near the upcoming Noida International Airport at Jewar, offering strong multimodal connectivity. The proximity to the airport, along with access to the Yamuna Expressway and the emerging logistics infrastructure in the region, is expected to enhance supply chain efficiency and facilitate seamless domestic and international trade operations.
Officials stated that the establishment of the integrated packaging hub aligns with YEIDA’s broader vision of developing a world-class industrial ecosystem in the region. By attracting global investors and promoting large-scale industrial projects, the Authority aims to position the Yamuna Expressway area as a preferred destination for manufacturing and export-oriented industries.
The proposed packaging hub will incorporate advanced technologies and modern infrastructure to ensure high operational standards and sustainability. With increasing demand for efficient and innovative packaging solutions across multiple sectors, the project is expected to play a vital role in supporting manufacturing growth and strengthening value chains.
Representatives of the investor company expressed confidence in the region’s growth potential, citing robust policy support, improving infrastructure, and strategic connectivity as key factors influencing their investment decision. The YEIDA Master Plan 2041 envisions the development of integrated industrial clusters that combine manufacturing, logistics, and allied services, thereby creating a comprehensive industrial environment.
The issuance of the Letter of Intent marks the initial stage of the land allotment process. Subsequent formalities, including compliance with regulatory requirements and execution of agreements, will be completed as per the Authority’s guidelines.
The 50-acre integrated packaging hub is expected to serve as a catalyst for further industrial investments in the region, reinforcing Uttar Pradesh’s position as an emerging manufacturing and logistics hub in northern India.
