The Federation of Noida Residents Welfare Associations (Phonerwa) has written to the Chief Minister of Uttar Pradesh requesting financial assistance and a clear policy framework to support Resident Welfare Associations (RWAs) operating across the state’s rapidly expanding urban centers.
Phonerwa President Yogendra Sharma stated that RWAs play a crucial role in managing civic amenities and facilitating area-level development, particularly in fast-growing cities such as Noida, Greater Noida, Ghaziabad, and Lucknow. According to him, these associations function as key stakeholders at the grassroots level, assisting in maintaining cleanliness, ensuring local security coordination, upkeep of parks, street lighting systems, drainage management, and operation of community centers.
He further emphasized that RWAs also contribute significantly to strengthening social harmony and spreading public awareness. Through various outreach initiatives, they help communicate and implement government welfare schemes at the community level, thereby acting as a bridge between residents and the administration.
Phonerwa has requested the state government to take a positive decision toward empowering RWAs by introducing necessary policy measures and financial provisions. The organization believes that structured support would accelerate urban development and enhance service delivery at the local level.
Phonerwa General Secretary K.K. Jain highlighted that most RWAs currently operate with limited financial resources and rely largely on voluntary contributions from residents. Due to financial constraints, many essential maintenance and development works are often delayed, causing inconvenience to local residents.
He suggested that Uttar Pradesh could consider adopting a model similar to that implemented in Delhi, where registered and active RWAs are provided transparent, accountable, and criteria-based annual or project-specific financial assistance. Such a mechanism, he said, would enable RWAs to address local issues in a timely and effective manner.
According to Jain, empowering RWAs with financial support would also reduce the administrative burden on government departments. Minor civic issues could be resolved directly at the community level, minimizing the need for repeated official intervention. This decentralized approach, he noted, would promote participatory governance and enhance efficiency in implementing development works.
Phonerwa further proposed that any financial allocation to RWAs should be accompanied by mandatory audit mechanisms, submission of periodic progress reports, and digital monitoring systems to ensure transparency and accountability. Establishing clear eligibility criteria and compliance standards would help maintain proper oversight while encouraging responsible utilization of public funds.
The organization has urged the state government to formulate a comprehensive policy applicable to all municipal areas, under which registered RWAs would receive financial assistance based on predefined norms and performance standards.
Phonerwa maintained that such a step would represent an innovative and forward-looking approach to urban governance. By encouraging community participation and fostering a sense of ownership among residents, the initiative could strengthen the principle of “public welfare through public participation” and contribute to sustainable urban growth across Uttar Pradesh.
