Women lead democratic surge in Bihar as record turnout marks third consecutive polls | Cliq Latest

Women voters once again emerged as the decisive force in Bihar’s democratic exercise, recording a historic 71.6% turnout in the latest assembly elections — surpassing men for the third consecutive time. The overall voter participation reached an unprecedented 66.91%, marking the highest turnout ever in the state’s electoral history and signaling a deepening engagement of citizens, especially women, in the democratic process. According to provisional data released by the Election Commission of India (ECI) on Tuesday, the surge in voter participation reflects a growing awareness and enthusiasm across both rural and urban constituencies, transforming Bihar’s political landscape.

Women Drive Bihar’s Record-Breaking Voter Turnout

The data from the Election Commission revealed that while men recorded a turnout of 62.8%, women voters turned up in significantly larger numbers at 71.6%. This trend, consistent across three successive assembly elections, highlights a remarkable shift in Bihar’s electoral dynamics — one where women’s political participation is not just increasing but redefining the state’s voter profile. Chief Election Commissioner (CEC) Gyanesh Kumar described the Bihar election as “historic” both in terms of voter participation and its transparent conduct.

“Bihar voters have made history in independent India today. They cast the highest percentage of votes in all elections held since 1951, at approximately 66.9%. Women have expressed their complete faith in the Election Commission, resulting in the highest voter turnout ever, at 71%. These transparent and peaceful elections in Bihar have shown the whole of India a lesson,” said Kumar. He further emphasized that the remarkable turnout demonstrated the strength of India’s democracy and reaffirmed the Election Commission’s commitment to uphold the faith of voters across the country.

The polling took place across all 243 assembly constituencies in 38 districts of Bihar in two phases, covering over 74.5 million registered electors. The first phase, held on November 6 for 121 seats across 18 districts, recorded a turnout of 65.08%. The second and final phase, conducted on Tuesday for 122 seats across 20 districts, saw an even higher participation rate of 68.79%, according to provisional data released by the ECI. The final turnout figures may slightly rise after the scrutiny of ballot papers and inclusion of postal votes.

The Election Commission noted that the overall participation in 2025 marked a significant improvement over the 2020 assembly elections, which had seen only 57.29% voter turnout. The near ten-percentage-point rise highlights a renewed voter enthusiasm that political observers attribute to improved polling infrastructure, enhanced security, and greater voter mobilization efforts, particularly targeting women and first-time voters.

Peaceful Polling Across State with Strong Rural Participation

Bihar’s Chief Electoral Officer (CEO) Vinod Singh Gunjiyal praised the peaceful conduct of the elections, stating that not a single major untoward incident was reported from anywhere in the state. This smooth polling process marked a major departure from earlier elections, especially in Naxal-affected regions where polling stations were often shifted or relocated for security reasons. “We deployed adequate forces in these locations and polling took place smoothly. In the past, we sometimes had to send helicopters to facilitate voting, but this time, there was no such need,” said Gunjiyal.

He noted that the improved security arrangements and efficient planning encouraged greater participation in previously low-turnout regions. Importantly, areas once considered sensitive due to insurgency or logistical challenges witnessed smooth voting operations, reflecting both administrative efficiency and increased voter confidence. The peaceful conduct of polls also allowed the Election Commission to maintain polling stations even in remote regions without relocation, a milestone achievement compared to previous years.

The second phase of polling, which covered the peripheral and border districts of Bihar, witnessed some of the highest turnout figures in the state. Katihar topped the list with an impressive 78.86% voter turnout, followed by Kishanganj at 78.15%, Purnia at 76.26%, Supaul at 72.68%, East Champaran at 71.44%, and West Champaran at 70.86%. At the constituency level, the top five constituencies with the highest turnouts were Kasba (81.48%), Thakurganj (81.32%), Pranpur (81.01%), Barari (80.96%), and Purnia (79.95%) — all situated in the Seemanchal region bordering West Bengal.

The Seemanchal region, known for its dense agrarian population and significant minority presence, has historically witnessed above-average voter participation. Experts suggest that strong local mobilization by political parties, effective awareness campaigns, and improved accessibility to polling booths contributed to the record participation this year. The region’s electorate has long been regarded as politically active and socially engaged, and this election further reinforced that perception.

By contrast, districts in southern and central Bihar — particularly in the Magadh and Anga regions — recorded comparatively lower voter turnouts. The lowest participation was reported from Nawada (55.03%), followed by Bhagalpur (56.19%), Gobindpur (57.32%), Warsaliganj (58.07%), and Karakat (58.19%). Analysts attribute the lower numbers in these areas to high levels of outmigration, especially of working-age men, as well as the urban-rural divide, which often results in reduced local electoral engagement.

The Election Commission observed that while rural constituencies witnessed massive participation, urban areas continued to lag behind in turnout percentages, a trend consistent with previous elections. However, several urban centers still reported a noticeable increase in women voters compared to the last election cycle, indicating a gradual narrowing of the urban-rural participation gap.

According to political experts, the rising turnout among women is not only reshaping Bihar’s electoral demography but also influencing campaign narratives and party strategies. Women have emerged as a politically conscious group, often prioritizing issues such as education, healthcare, safety, and social welfare over traditional caste-based politics. Over the years, this trend has led political parties to design women-centric welfare schemes and grassroots campaigns, recognizing their growing influence in determining electoral outcomes.

Another critical factor contributing to the high voter participation was the Election Commission’s extensive use of voter awareness programs under the Systematic Voters’ Education and Electoral Participation (SVEEP) initiative. Through door-to-door campaigns, community mobilization, and digital outreach, the Commission ensured that voter education reached even the remotest corners of Bihar. These initiatives emphasized the importance of every vote and sought to reduce voter apathy, especially among young and first-time voters.

Election officials credited the success of the SVEEP campaign and the collaboration with civil society organizations for the surge in participation. The Commission also made special arrangements for persons with disabilities (PwDs) and senior citizens, providing ramps, wheelchairs, and home voting options where necessary. This inclusivity, officials noted, was one of the defining features of this election cycle.

Observers believe that the consistently higher female turnout is also a reflection of social changes in Bihar. Improved literacy rates among women, enhanced access to mobility, and the success of government programs like self-help groups under Jeevika have empowered women both economically and politically. Over the last decade, women’s participation in community decision-making and local governance has steadily increased, setting the stage for their strong representation in the electoral process.

The Election Commission hailed the overall conduct of the Bihar assembly elections as one of the most peaceful and well-managed in the state’s history. The use of technology, including live webcasting from sensitive polling stations and real-time monitoring through the ECI dashboard, ensured transparency and accountability throughout the process.

As the final turnout figures await official confirmation, Bihar’s 2025 assembly election stands as a landmark in India’s democratic journey — not only for its record-breaking participation but also for the remarkable leadership demonstrated by women voters. Their overwhelming presence at the polling booths underlines a larger transformation in Bihar’s social and political fabric, where women have emerged as the true guardians of democracy.
