The Central Government is taking a firm stand against incidents like cheating and paper leaks in entrance examinations by introducing a new bill in the Lok Sabha. The bill, named “The Public Examinations (Prevention of Unfair Means) Bill, 2024,” was presented by Union Minister Dr. Jitendra Singh. The primary aim of this legislation is to address issues such as paper leaks and cheating, which have been a recurring problem nationwide.
Instances of paper leaks have led to the unfortunate consequence of exam cancellations, resulting in a waste of government resources and jeopardizing the future of students. The proposed bill seeks to bring more transparency, fairness, and credibility to the public examination system. The goal is to assure the country’s youth that their hard work will be rewarded, and their future will be secure.
In recent months, several cases of paper leaks have been reported in states like Rajasthan, Telangana, Madhya Pradesh, Gujarat, and Jharkhand. To deter such malpractices, the bill suggests severe penalties. Individuals involved in paper leaks for Central Government recruitment exams could face up to 10 years in jail and a minimum fine of Rs 1 crore. The bill also covers offenses such as tampering with answer sheets, manipulating merit lists, or taking exams on behalf of someone else.
Furthermore, if an institute is found guilty during the investigation, there are provisions to recover examination expenses from the institute and confiscate its property. The bill outlines a rigorous investigation process, involving officers not below the rank of Deputy Superintendent of Police or Assistant Commissioner of Police. The Central Government has the authority to assign the investigation to any officer or central agency. This bill is expected to serve as a model for states in the future.
