The SVAMITVA Scheme, is a initiative by the government of India, in reshaping land ownership in rural areas by granting legal property rights to household owners. This ambitious project aims to enhance rural land administration through advanced technology and collaborative efforts from various government bodies.

Launched initially on April 24, 2020, and rolled out nationwide on April 24, 2021, the SVAMITVA Scheme seeks to provide legal ownership rights to individuals residing in rural inhabited areas, known as Abadi in some regions. The scheme operates under a Memorandum of Understanding (MoU) involving the Ministry of Panchayati Raj, Survey of India (SoI), State Revenue Departments, State Panchayati Raj Departments, and the National Informatics Centre. It aims to bring transparency and security to land ownership by utilizing state-of-the-art drone technology for comprehensive land parcel mapping.

National Rollout and Achievements

As of July 26, 2023, the SVAMITVA Scheme has made significant progress. Drone surveys have covered 270,924 villages, with 89,749 villages having already received Property Cards. These cards, issued by State Governments, are integrated with the DigiLocker platform, ensuring secure and accessible ownership records for villagers. The initiative marks a significant milestone in rural land management, offering a legal framework that simplifies land ownership verification and documentation.

Technological Integration and Geo-Tagging

Central to the SVAMITVA Scheme’s success is its integration with advanced technology. Under the e-Panchayat Mission Mode Project, the scheme employs mActionSoft, a mobile-based solution designed for geo-tagging assets throughout their lifecycle. This technological integration enhances transparency and accountability in managing natural resources and infrastructure at the village level. By providing accurate land demarcation and legal documentation, the scheme reduces property-related disputes and facilitates easier access to financial services.

The SVAMITVA Scheme not only aims to streamline land ownership but also has significant socio-economic implications. By enabling villagers to monetize their properties, the scheme opens avenues for accessing bank loans, thereby fostering economic independence. Looking ahead, the SVAMITVA Scheme is set to expand its reach, with plans to cover 662,000 villages by the fiscal year 2024-25.
