Prime Minister Narendra Modi will not travel to the United States this month to participate in the 80th session of the United Nations General Assembly (UNGA), marking a continuation of a practice seen in recent years where India delegates its representation to the External Affairs Minister for the General Debate. According to the provisional list of speakers issued on September 5, External Affairs Minister S Jaishankar will deliver India’s statement during the high-level week of the UNGA General Debate, scheduled from September 23 to 29. This decision underscores a nuanced approach in India’s diplomacy, balancing the Prime Minister’s global engagements with domestic priorities, while also reflecting a strategic recalibration in light of current geopolitical developments, evolving bilateral tensions, and international economic considerations.

The UNGA General Debate is widely regarded as the platform where countries articulate their perspectives on pressing global issues, ranging from security challenges and climate change to economic growth and human rights. While PM Modi has historically participated in several UNGA sessions, including four General Debates in his 11-year tenure (2014, 2019, 2020, and 2021), he has also delegated representation to India’s foreign ministers during multiple sessions. In 2021, PM Modi attended the 76th session of the UNGA but participated in the “Summit of the Future” event, held two days prior to the General Debate. Since 2022, Jaishankar has represented India at the General Debate, continuing this practice in 2025. India’s approach demonstrates continuity in global engagement while optimizing high-level leadership presence according to strategic needs.

S Jaishankar to Speak at UNGA Amid Key Global Issues

According to the revised provisional list, S Jaishankar is scheduled to address the General Debate on September 27. India’s delegation underlines the continuity of its international diplomacy, ensuring that the country’s positions on global peace, security, climate action, human rights, and multilateral cooperation are effectively communicated. The high-level week will commence with Brazil addressing world leaders first, followed by the United States. US President Donald Trump is scheduled to deliver his first UNGA address since returning to the White House for a second term, on September 23. The debate is expected to feature discussions on multiple crises, including ongoing regional conflicts, global economic challenges, climate emergencies, and emerging technological and health-related concerns.

While PM Modi will not be present, India’s representation by Jaishankar is significant in projecting consistent policy narratives and reinforcing India’s role as a responsible global actor. Over the past decade, PM Modi’s participation in the UNGA General Debate has emphasized India’s stance on global governance, sustainable development, counter-terrorism, and equitable economic growth. By delegating the responsibility to Jaishankar, India maintains its visibility on international platforms while allowing the Prime Minister to focus on domestic priorities, bilateral engagements elsewhere, and strategic global initiatives. This practice of delegation aligns with India’s broader diplomatic strategy, which balances leadership presence with pragmatic delegation, ensuring continued engagement without compromising on global messaging.

Jaishankar’s address is also timely given the broader context of India-US relations. In June, Prime Minister Modi had extended an invitation to US President Trump for the QUAD Summit in India, a strategic gathering of regional powers. However, a recent New York Times report suggested that Trump may have reconsidered the visit due to ongoing tensions over tariffs imposed on India. Relations between India and the United States have faced strains following Trump’s decision to levy up to 50 percent tariffs on Indian goods, including a 25 percent tariff on India’s purchases of Russian oil. The tariffs represent one of the highest trade levies imposed by the US in recent decades and have generated diplomatic unease between the two nations.

Bilateral Tensions and Strategic Calculations

The past few weeks have seen repeated commentary from Trump and his close advisers criticizing India’s trade policies and energy procurement strategies. Trump publicly stated that Washington had “lost India and Russia to China,” reflecting growing concerns about strategic realignment in Asia. He later clarified that his remarks were aimed at expressing disappointment over India’s continued purchase of Russian oil. Despite these tensions, Trump emphasized his personal rapport with PM Modi, noting, “I always will, I will always be friends with PM Modi, he is a great Prime Minister, he is great… I just don’t like what he is doing at this particular moment, but India and the United States have a special relationship. There is nothing to worry about.”

This complex backdrop underscores the challenges facing India’s diplomacy. While economic and strategic considerations drive much of the bilateral interaction, the UNGA provides a platform for nuanced messaging and reaffirmation of India’s positions on multilateral cooperation. By having Jaishankar address the General Debate, India can articulate its perspectives on counter-terrorism, regional stability, climate action, and global development priorities without the need for the Prime Minister’s direct presence, maintaining continuity in its international engagement.
