Noida, January 3, 2026: The 221st Board Meeting of the Noida Authority was held on Saturday at the Authority’s boardroom located in Sector-6, Noida. The meeting was chaired by Deepak Kumar, Infrastructure and Industrial Development Commissioner, Uttar Pradesh, and Chairman of the Noida Authority. The meeting was attended by Lokesh M, Chief Executive Officer of the Noida Authority, Rakesh Kumar Singh, Chief Executive Officer of the Yamuna Expressway Industrial Development Authority, and Sunil Kumar Singh, Additional Chief Executive Officer of the Greater Noida Industrial Development Authority, along with several senior officials of the Authority.
During the meeting, detailed deliberations were held on several important policy, administrative and development-related proposals concerning the Noida Authority area. A number of significant decisions were taken to address long-pending issues, improve urban infrastructure and strengthen governance mechanisms.

Committee to Resolve Group Housing Flat Registration Issues
The Board approved the constitution of an eight-member committee to resolve issues related to flats constructed on group housing plots allotted to residential societies. The committee will function under the chairmanship of the concerned Additional Chief Executive Officer. Its primary objective is to address cases where tripartite sub-lease deeds have not been registered in favour of existing occupants or subsequent members, despite possession and the availability of No Objection Certificates from the concerned housing societies. Due to the absence of registered documents, flat buyers have been facing various administrative and legal difficulties. The committee will examine such cases and recommend appropriate solutions to facilitate lawful registration.
Expression of Interest for Drain Treatment Through E-Tendering
To improve sanitation and environmental conditions, the Board approved the proposal to invite Expressions of Interest through e-tendering from national-level environmental solution providers for the treatment of various drains in the Authority area. The objective is to install suitable and cost-effective treatment systems near the drains, keeping in view land availability and compliance with environmental norms. The selected agency will be responsible for establishing sewage treatment plant-based systems and will also undertake operation and maintenance for a period of five years, ensuring long-term sustainability and environmental benefits.

Committee for Allocation of Remaining Residential Plots for Farmers
Under the Noida Residential Plot Scheme 2011–1, amended in 2016 and applicable to the farmer category, 644 residential plots were allotted in the year 2021. The Board approved the formation of a committee comprising Additional Chief Executive Officer-level officers from the Noida Authority, Greater Noida Authority and Yamuna Authority for the allocation of the remaining plots. The committee will conduct the draw of lots in a transparent and fair manner among the eligible applicants to ensure that the allotment process is completed in an impartial and accountable way.
Approval for Preparation of City Logistics Plan
In order to improve traffic management, freight movement and logistics systems within the city, the Board approved the preparation of a comprehensive City Logistics Plan for Noida. As part of this initiative, presentations will be invited from reputed institutions such as the School of Planning and Architecture, New Delhi, or IIT Roorkee, following which a consultant will be selected. The proposed City Logistics Plan is aimed at reducing congestion, improving efficiency in goods transportation and supporting sustainable urban development in the Authority area.
Compliance with Supreme Court Orders on Sports City Project
The Board took note of compliance with the orders passed by the Supreme Court in SLP No. 38149/2025, under which a conditional occupancy certificate has been issued for the Sports City project located at SC-02/H&I, Sector-150, Noida. The issuance of the occupancy certificate was placed before the Board for information and record. The Board further directed that all subsequent actions related to the Sports City project at SC-02, Sector-150, should be carried out strictly in accordance with the directions of the Supreme Court.

Partial Amendments to Unified Regulations 2025
The Board approved partial amendments to certain provisions under the Unified Regulations 2025 related to commercial, institutional and industrial categories. The amendments are aimed at improving clarity in the regulatory framework, simplifying implementation and aligning the regulations with present-day development requirements. These changes are expected to ease compliance and facilitate smoother execution of development projects.
Review of Progress of Stalled Real Estate Projects
The Board reviewed the progress report related to the implementation of the policy notified under Government Order No. 7774/77-4-2023-6011/2023 dated December 21, 2023, which was introduced to resolve issues related to long-pending and stalled real estate projects. Out of 57 projects identified under this policy, 36 projects had availed the benefits of the government order as of December 31, 2025, accounting for nearly 60 percent of the total developers.
The Board also took cognisance of the fact that four projects failed to make payments despite providing consent, 11 developers deposited only partial amounts against the mandatory 25 percent payment, and 36 developers made no further payments after depositing the initial 25 percent. According to the progress report, a total amount of ₹872.12 crore has been deposited with the Authority, including 25 percent payments, partial deposits and instalments.
Relief for Thousands of Flat Buyers
As a result of these measures, registration of approximately 6,855 flats that were earlier stalled will be ensured in favour of eligible flat buyers as per rules. As of now, registry of 4,134 flat buyers has already been completed. The Board directed officials to take all possible steps to expedite the registration process further and increase the number of registered flat buyers at the earliest.
The decisions taken in the 221st Board Meeting are being viewed as a significant step towards administrative reforms, strengthening infrastructure and safeguarding the interests of homebuyers, while accelerating overall development across the Noida Authority area.
