In a remarkable decision to address long-standing demands for fairness among retired Defence Forces Personnel, the Government of India has successfully implemented the One Rank One Pension (OROP) scheme. Effective from July 1, 2014, and officially launched on November 7, 2015, with detailed guidelines issued on February 3, 2016, this initiative ensures uniform pension payments for military retirees regardless of their retirement date, bridging the gap between past and current pensioners.
Key Features of OROP
1. Uniform Pension for Equitable Treatment
The OROP scheme guarantees that all Defence Forces Personnel retiring in the same rank with the same length of service receive the same pension, promoting fairness and parity among retirees.
2. Arrears Disbursement
Arrears under the scheme are disbursed in four equal half-yearly installments, with family pensioners and gallantry award winners receiving their arrears in a single installment.
3. Periodic Revision
The scheme includes provisions for re-fixing pensions every five years to keep up with inflation and economic changes, ensuring continued financial support for retirees.
4. Financial Implications
The scheme has required a significant financial outlay, with ₹10,795.40 crore disbursed as arrears to Defence Forces pensioners.
By addressing disparities and ensuring equal pension benefits for all retirees of the same rank and service length, the OROP scheme marks a pivotal step toward achieving fairness and dignity for India’s military veterans.
