District Social Welfare Officer of Gautam Buddh Nagar, Satish Kumar, informed that under the Atal Abhyuday Yojana for Senior Citizens, implemented by the Ministry of Social Justice and Empowerment, Department of Social Justice and Empowerment, Government of India, approval has been granted to conduct various activities in the district under the State Action Plan.
Under the scheme, several welfare activities will be organised in the district for the benefit of senior citizens. These activities include cataract surgery, health and medical camps, productive ageing activities, sensitisation and awareness programmes, inter-generational bonding activities, and other programmes for senior citizens aimed at improving their well-being and social participation.
He further stated that for the implementation of the above activities, institutions/NGOs will be selected at the district level by the District Level Senior Citizen Welfare Committee. The committee will select eligible organisations based on the mandatory criteria specified in a structured order.
Eligibility Criteria for NGOs / Voluntary Organisations
The institution must possess a valid registration certificate under the Societies Registration Act, 1860 (Act XXI of 1860) or under any relevant Act applicable in the State or Union Territory. Additionally, it is mandatory to have a Memorandum of Understanding (MoU) with a hospital registered under the Clinical Establishment Act.
The Non-Governmental Organisation or Voluntary Organisation must maintain an active bank account in a nationalised bank in the name of the NGO/VO.
The institution must be registered on the NGO Darpan portal of NITI Aayog, which is mandatory for participation in government-supported programmes.
The registration certificate of the organisation must be dated prior to July 01, 2022, ensuring that the organisation has sufficient operational experience.
A copy of the PAN Card and GST certificate of the organisation must be attached with the proposal documents.
The organisation must provide annual progress reports for the past two years, demonstrating its activities and contributions in the social welfare sector.
The organisation must possess at least two years of proven experience in conducting cataract surgeries and should have successfully conducted a minimum of 250 cataract surgeries during the last two years.
The organisation must submit audited financial statements for the last three financial years, specifically for 2022–23, 2023–24, and 2024–25, to ensure transparency and financial accountability.
An affidavit on a ₹100 stamp paper must be submitted stating that the organisation has not been blacklisted by any government authority or institution.
A declaration on the organisation’s letterhead must be submitted as per the prescribed formats Annexure-1 and Annexure-2.
Any additional conditions determined by the District Level Committee will also be applicable during the selection process.
Submission of Proposals
All eligible and interested Non-Governmental Organisations (NGOs) and Voluntary Organisations (VOs) that meet the above criteria and conditions are invited to submit their proposals.
Proposals must be submitted at the Office of the District Social Welfare Officer, Room Number 116, Vikas Bhawan, Surajpur, Greater Noida, Gautam Buddh Nagar.
The last date for submission of proposals is March 10, 2026.
Eligible organisations are advised to ensure that all required documents and supporting records are attached with the proposal to facilitate proper evaluation by the District Level Senior Citizen Welfare Committee.
