Gautam Buddha Nagar, February 17, 2026: The District Magistrate chaired the review meeting of the Road Safety and Zero Fatality District program, directing improvements in black spots, effective implementation of the 4E model, and completion of all tasks within the stipulated timeline.

Black Spot Improvements and Road Engineering Measures

The meeting reviewed the progress of 152 critical crash-prone locations and 35 identified road accident black spots in the district for the year 2025. The District Magistrate instructed that speed breakers, warning signs, direction boards, traffic signals, and CCTV cameras be installed at all black spots in a timely and quality-driven manner.

Effective Implementation of 4E Model

The District Magistrate emphasized that the integrated implementation of Education, Enforcement, Engineering, and Emergency Care—the 4E model—is essential to effectively reduce accidents. Instructions were given to enforce the district road safety action plan according to national and state targets.

Prompt Medical Assistance for Victims

The meeting highlighted extensive promotion of the cashless treatment scheme for injured persons up to ₹1.5 lakh in panel hospitals to ensure rapid medical care. Guidelines were also issued for school vehicle safety, including fitness checks, mandatory CCTV and GPS, deployment of trained drivers and assistants, and regular health tests for drivers.

Zero Fatality District Program Review

The District Magistrate directed strict adherence to inspection and assessment procedures for different location categories. Two critical corridors will be jointly inspected by road-owning agencies, health, transport, and police departments, while 152 critical crash-prone locations will be inspected solely by the respective road-owning agencies. Fifteen traffic violation locations will be jointly inspected by police and transport, nine critical police stations by police alone, and one location with ambulance handover delays over 60 minutes will be inspected by the health department.

Online Inspection and Form Submission

It was mandated that each category of location be assessed separately. Inspection plans will be prepared based on the map locations available on the dashboard, and online forms will be filled only after actual site inspections. Scanned soft copies of completed forms must be uploaded, as every entry is reviewed by the state-level team.

Agenda Compliance and Timeline Enforcement

The District Magistrate instructed that all agenda items from the January meeting chaired by the MP be fully implemented and issues resolved. All related tasks must be completed by February 25, 2026, with strict adherence to deadlines. Departments found negligent will be held accountable.

High-Level Officer Attendance and Coordination

The District Magistrate expressed dissatisfaction over the absence of senior officers from the authority and police departments and directed their presence in the next meeting. Officials of the Greater Noida Industrial Development Authority and Yamuna Expressway Industrial Development Authority were instructed to expedite black spot improvement work and present detailed reports on prior actions.

Road Safety as a Collective Responsibility

Concluding the meeting, the District Magistrate stated that road safety is a collective responsibility and can only be effectively achieved through departmental coordination, technical improvements, and public participation. The meeting was successfully conducted by Assistant Divisional Transport Officer Dr. Udit Narayan Pandey. Present were Additional Chief Executive Officer of Greater Noida Industrial Development Authority Sumit, Additional District Magistrate Administration Manglesh Dubey, Sub-Divisional Magistrate Sadar Ashutosh Gupta, ACP Traffic Shakeel Mohammad, District Basic Education Officer Rahul Pawar, Additional Chief Medical Officer Tikam Singh, and other departmental officials.
