During the ongoing Budget Session of the Delhi Legislative Assembly, Speaker Vijender Gupta addressed the House regarding repeated disruptions and the suspension of four members of the Aam Aadmi Party (AAP), while also issuing a formal communication to Leader of Opposition Atishi on the matter.
Speaker Raises Concern Over Disruptions in House Proceedings
While addressing the House, Vijender Gupta highlighted the continued disturbances that have affected the functioning of the Assembly. He stated that the sanctity of the House and the authority of the Chair must be maintained above political considerations.
The Speaker informed Members that the suspension of four AAP legislators was not an arbitrary decision but was taken following repeated instances of agitation, misbehaviour, and disruption during proceedings. He pointed out that the conduct of the Members had interfered with the smooth functioning of the House, including the occasion of the Lieutenant Governor’s Address, which is considered a constitutional obligation.
According to the Speaker, the disruptions during such a significant event warranted immediate action to maintain order and discipline in the Assembly.
Formal Letter Issued to Leader of Opposition
Vijender Gupta also issued a formal letter to Leader of Opposition Atishi, expressing concern over the defense of the suspended Members and the conduct displayed by the opposition.
In the communication, the Speaker stated that the suspension was carried out strictly in accordance with the Rules of Procedure governing the Delhi Legislative Assembly. He noted that the action was taken after the Members disrupted the proceedings during the Lieutenant Governor’s Address, which holds constitutional importance.
The Speaker further stated that instead of acknowledging the seriousness of the conduct, the opposition had presented misleading information regarding the reasons for the suspension. He observed that such actions could lead to confusion and undermine the credibility of the Assembly’s procedures.
Reference to March 21 Meeting and Non-Participation
The Speaker referred to a meeting held on March 21, 2026, where he had advised the opposition to attend the sittings of the Assembly and allow the House to consider the matter of recalling the suspended Members.
He pointed out that despite this advice, the Leader of Opposition chose not to participate in the proceedings. The Speaker stated that avoiding participation in the Assembly proceedings does not contribute to resolving the issue and affects the functioning of the House.
He emphasized that the responsibility of the opposition includes active participation in legislative work and maintaining decorum during sessions.
Response to Allegations of Bias
Addressing allegations of bias and authoritarian conduct, Vijender Gupta stated that the functioning of the House under his chairmanship has remained balanced and accommodating. He maintained that the Assembly has provided sufficient opportunity for all Members to express their views.
However, he noted that such accommodation cannot come at the cost of discipline and orderly conduct of proceedings. The Speaker emphasized that maintaining decorum is essential for the effective functioning of any legislative body.
He reiterated that decisions taken by the Chair are guided by established rules and procedures, and are aimed at ensuring the smooth conduct of legislative business.
Call for Accountability and Constructive Participation
The Speaker called upon the suspended Members to acknowledge their conduct and express regret before the House. He stated that adherence to rules and respect for the institution are essential for maintaining the integrity of the Assembly.
He also urged the opposition to participate constructively in the proceedings rather than remaining absent. The Speaker emphasized that elected representatives have a responsibility to represent their constituents within the Assembly and contribute to discussions and decision-making processes.
