The Delhi Legislative Assembly Secretariat has issued formal notices to the Director General of Police (DGP) Punjab, the Police Commissioner of Jalandhar, and the Special DGP of the Cyber Cell, Punjab, seeking written explanations within 48 hours in connection with an FIR registered in Jalandhar over an alleged doctored video clip of Delhi Assembly proceedings.
Addressing a press conference at the Conference Room of the Delhi Assembly premises on Saturday, Speaker of the Delhi Legislative Assembly Vijender Gupta said the concerned officers have been asked to submit their responses along with all relevant documents within the stipulated time. He asserted that the matter is of serious constitutional significance and directly relates to the dignity, authority, and legislative privileges of the House.
The Speaker stated that the Assembly is already seized of the issue and that the video clip in question has been referred both to the Forensic Science Laboratory for examination and to the Committee of Privileges. He expressed strong concern over the involvement of the Punjab Police in a matter that, according to him, squarely falls within the privileged domain of the Delhi Legislative Assembly.
Gupta underlined that the FIR was registered on the basis of footage that is not a personal or private recording but the official recording of Assembly proceedings, which is the exclusive property of the Delhi Legislative Assembly. He said that the misuse of House property in this manner, and the registration of an FIR against a serving minister based on such material, is not only unfortunate but extremely serious and condemnable.
Clarifying the Assembly’s position, the Speaker said that recordings of proceedings inside the House belong solely to the Assembly and not to any political party, individual, or external agency. He questioned the authority and legal basis on which the Punjab Police registered an FIR using official Assembly footage, stating that such action raises serious constitutional and procedural concerns.
Expressing particular concern over the role played by the Police Commissioner of Jalandhar, Gupta said his actions appeared prima facie to constitute a clear case of breach of legislative privilege. He stated that a direct case of privilege violation is made out and that the House will consider the matter seriously in accordance with established rules and procedures.
The Speaker further said that, at the demand of the Opposition and in the interest of transparency and fairness, the video clip has been sent for forensic examination. However, he added that branding the official recording of the House as “tampered” or “doctored” amounts to a direct attack on the dignity and credibility of the Assembly as a constitutional institution.
Gupta described the allegations surrounding the video not merely as false but as indicative of a well-planned conspiracy aimed at undermining the prestige of the House and maligning constitutional bodies. He asserted that anyone found to be directly or indirectly involved in such a conspiracy would face the strictest possible action by the Assembly.
Reiterating the Assembly’s stand, the Speaker said the House is fully capable of safeguarding its rights and privileges and will not compromise, under any circumstances, with its dignity, assets, or constitutional sanctity. He confirmed that the Assembly has formally taken cognizance of the matter and that all necessary action, as prescribed under the rules, will be ensured.
During the press conference, Gupta also referred to developments inside the House, stating that the Leader of the Opposition did not appear before the Assembly despite being repeatedly called and did not participate in the discussion on pollution. He said that during the ongoing discussion, Opposition members walked out of the House.
According to the Speaker, the Leader of the Opposition was asked to offer a brief apology to resolve the matter, but she refused to do so. He added that had the apology been tendered, the issue would have ended at that stage itself. Gupta warned that misuse of the House for political ambitions would not be tolerated and that the Assembly would act firmly to protect its institutional integrity.
