Noida, April 6, 2026:
The Noida Authority held its 222nd Board Meeting on April 6, 2026, at its administrative headquarters in Sector 6. The meeting was chaired by Deepak Kumar, Infrastructure and Industrial Development Commissioner, Uttar Pradesh, and Chairman of the Authority. Senior officials, including Chief Executive Officers of Noida, Greater Noida and Yamuna Expressway Authorities, along with other board members, were present.
Several important decisions were taken during the meeting covering financial planning, policy reforms, infrastructure development, and citizen welfare. The key highlights are as follows:
Budget Targets for Financial Year 2026–27
The Board approved a financial target of ₹10,290.76 crore in receipts and ₹10,004.58 crore in expenditure for the financial year 2026–27.
For the financial year 2025–26 (till March 31, 2026), the Authority recorded receipts of ₹6,589.35 crore against a target of ₹9,008.26 crore, indicating the need for improved revenue generation and financial management in the coming year.
Relief for Stalled Legacy Real Estate Projects
The Board reviewed progress under the policy introduced to resolve issues related to stalled legacy real estate projects.
Out of 57 identified projects, 36 projects have benefited from the policy as of March 16, 2026, covering nearly 60% of developers. Additionally, registry of 4,364 flats has been completed, providing long-awaited relief to homebuyers.

Committee for Amendments in Building Regulations
No applications have been received under the Building Regulations, 2016 so far. Considering continuous demands for amendments, the Board decided to form a joint committee including representatives from Noida, Greater Noida and Yamuna Expressway Authorities.
The committee will examine objections, suggestions and claims and submit its recommendations for necessary changes.
One-Time Settlement Policy 2026 Approved
To mark the golden jubilee year of Noida, the Board granted in-principle approval to introduce a One-Time Settlement (OTS) Policy 2026.
The policy will cover group housing, residential, commercial, institutional, industrial, IT and administrative categories. It will be implemented after receiving guidance from the state government.
Approval of Revised Sports City Layout Plan
In compliance with the Supreme Court order dated November 24, 2025, the Board approved the revised layout plan of the Sports City project in Sector 150.
At the same time, decisions taken in earlier board meetings regarding Sports City projects were withdrawn to ensure compliance with legal directions.

Water Dues Amnesty Scheme Announced
To provide relief to allottees with pending water dues, a three-month amnesty scheme was approved:
40% interest waiver for payments between April 16 and May 15, 2026
30% waiver for payments between May 16 and June 15, 2026
20% waiver for payments between June 16 and July 15, 2026
After July 15, 2026, the scheme will automatically end and recovery will be carried out as per rules.
Mixed Land Use Policy Approved
The Board approved conversion charges for allowing mixed land use in residential and industrial plots.
For residential plots, 50% of the difference between residential and commercial rates will be charged, while for industrial plots, 25% of the difference between industrial and commercial rates will be applicable.

Final Opportunity for Completion of Construction
The Board noted that several allottees have not completed construction or obtained occupancy certificates even after more than 12 years.
A final opportunity of three months will be given to such allottees to apply for time extension, helping in regularizing pending cases.
Strengthening Fire Safety Infrastructure
Considering Noida falls under Seismic Zone-4 and has increasing high-rise buildings and industrial development, the Board approved ₹154.42 crore for strengthening fire safety infrastructure.
This includes procurement of advanced vehicles, machinery and equipment for fire stations in Gautam Buddha Nagar to improve emergency response.
Simplification of Notice Withdrawal Process
To simplify the process of withdrawing notices issued for unauthorized activities on allotted plots, the Board approved the formation of a single committee.
If no commercial activity is found on-site, the notice can be withdrawn after payment of a 1% penalty. This move is expected to reduce delays and improve administrative efficiency.
Scientific Disposal of Green Waste
The Authority generates nearly 100 tonnes of green waste daily. To ensure its proper disposal, the Board approved issuance of an Expression of Interest (EOI) for selecting agencies for 100% scientific disposal.
This step aims to improve environmental sustainability and waste management in the city.
Maintenance Work Approved for Public Facilities
The Board approved ₹107.77 crore for civil and electrical maintenance work at key public locations, including Dalit Prerna Sthal and Green Garden in Sector 95.
The work will focus on repair, maintenance and upgrading of infrastructure to improve public facilities.
The decisions taken in the 222nd Board Meeting reflect a strong focus on financial planning, resolving legacy issues, improving infrastructure, and enhancing citizen services. The Authority aims to ensure efficient governance and faster implementation of policies for the overall development of Noida.
