The nomination process for the first phase of Bihar’s assembly elections concluded with 1,698 candidates filing papers across 121 constituencies scheduled to go to polls on November 6. While the National Democratic Alliance (NDA) appeared to maintain a relatively smooth and coordinated approach, the Opposition INDIA bloc continued to face uncertainty and disputes over seat-sharing arrangements despite days of negotiations. Leaders from all major parties crisscrossed the state to submit nominations, with high-profile candidates and political figures, including entertainers and sitting ministers, joining the fray. The unfolding electoral dynamics highlight both the strategic complexities within the Opposition alliance and the NDA’s efforts to consolidate its presence, reflecting the heightened political stakes and voter anticipation in Bihar ahead of one of the country’s most closely watched state elections.

INDIA Bloc Faces Negotiation Challenges Amid Nomination Rush

The INDIA bloc, comprising the Rashtriya Janata Dal (RJD), Congress, Vikassheel Insaan Party (VIP), and Left parties, entered the final day of nominations without a definitive seat-sharing framework, raising concerns over coordination and unity. Intensive negotiations had continued late into Thursday night to finalize allocations, but differences persisted over the distribution of key constituencies, particularly between the RJD and Congress. Mukesh Sahani, leader of VIP, announced his party’s plan to contest 15 seats after initially demanding 18, following intervention from Congress leader Rahul Gandhi. The Congress, in turn, released its candidates for 48 seats and filed nominations for 40 more across the two phases. The RJD formally filed nominations in 40 constituencies, while Left parties, including CPI(ML), CPI, and CPI(M), filed for six seats.

The lack of clarity in the opposition’s final arrangements meant that multiple candidates from the same alliance filed for certain constituencies. In Gaura Bouram, Sahani nominated his elder brother, Santosh Sahani, while the RJD had an aspirant ready to contest on the same seat, illustrating the ongoing friction within the coalition. Similarly, in Vaishali, Jale, Lalganj, and Bachhwara, candidates from Congress, RJD, and Left parties simultaneously submitted nominations, creating the potential for intra-alliance conflicts if withdrawals are not executed strategically before the October 20 deadline. Despite the disputes, senior Congress leaders, including Bhupesh Baghel, downplayed the tensions, emphasizing that all coordination was progressing smoothly and the alliance would resolve differences before the election.

The INDIA bloc’s internal challenges underscore the difficulty of balancing regional party interests, accommodating individual ambitions, and presenting a united front against the NDA. Sahani’s demand for a deputy chief ministerial position reflects the negotiating leverage sought by smaller parties within the alliance, while the RJD’s conditional assurance of a Rajya Sabha seat and legislative council representation illustrates the compromises required to maintain coalition coherence. NDA Maintains Coordinated Strategy and Leadership Stability

In contrast to the INDIA bloc, the NDA’s nomination process was more streamlined, benefiting from a pre-determined seat-sharing arrangement announced a week prior. While minor disagreements over constituency allocations persisted, prominent leaders ensured that party campaigns and nominations proceeded without major disruption. High-profile figures, including the chief ministers of Maharashtra, Uttar Pradesh, and Gujarat, alongside union ministers, actively participated in nomination rallies, signaling the alliance’s organizational strength and voter engagement strategy. Union Minister Sarbananda Sonowal confidently predicted an NDA win of close to 200 seats, emphasizing the importance of stability, development, and continued governance under the NDA umbrella.

The NDA also dealt with internal negotiations to address dissatisfaction within the JD(U) over seat allocations to smaller allies such as the Lok Janshakti Party (Ram Vilas), led by Chirag Paswan. Union Home Minister Amit Shah held a brief but decisive meeting with Bihar Chief Minister Nitish Kumar and JD(U) leaders to reaffirm leadership structures and address grievances. Publicly, Shah reiterated that the NDA would contest under Nitish Kumar’s leadership, aiming to project a stable and coherent front to voters. Campaign speeches from BJP leaders, including Maharashtra CM Devendra Fadnavis, emphasized public support for the NDA and Prime Minister Narendra Modi, projecting confidence in replicating previous electoral successes across Bihar.

The NDA’s approach, blending high-profile visibility, clear leadership signals, and efficient coordination of nominations, contrasts sharply with the INDIA bloc’s ongoing internal negotiations. This difference in organizational readiness may influence voter perceptions, potentially favoring the NDA’s message of stability and governance continuity. Statements from senior NDA leaders emphasized that Bihar’s development and law-and-order situation would benefit from a consolidated NDA government, reinforcing the coalition’s campaign narrative of progress and effective administration.

The nomination process concluded with the filing of candidacies by celebrities such as Khesari Lal Yadav and Maithili Thakur, as well as key ministers including Mangal Pandey, Prem Kumar, and Renu Devi, demonstrating the high stakes and wide-ranging participation in the electoral contest. In total, 1,068 candidates submitted their nominations on the final day, highlighting both the competitiveness of the elections and the diverse array of candidates seeking to influence Bihar’s political future.

The first phase of the election, scheduled for November 6, will now move into the scrutiny, withdrawal, and campaigning phases, with the final picture of candidate distribution likely to become clearer by October 20, the last date for withdrawal of nominations. The second phase is scheduled for November 11, with election results to be declared on November 14. Until the larger picture of alliance unity and candidate placements solidifies, both the NDA and INDIA bloc continue to engage in strategic maneuvering to maximize electoral advantages, demonstrating the high-stakes nature of Bihar’s assembly elections.
