The dramatic arrest of Harcharan Singh Bhullar, a senior police officer in Punjab, has exposed a deep and disturbing nexus of corruption involving extortion, luxury, and abuse of power. A single WhatsApp call, casually demanding “8 fadne ne 8” (collect ₹8 lakh), opened a floodgate of evidence that culminated in the recovery of ₹5 crore in cash, gold, luxury watches, premium cars, and firearms from his office and residence. The case has shaken the state’s law enforcement system to its core, raising uncomfortable questions about the accountability of those entrusted with upholding the law.
The Bribery Demand That Exposed a Top Cop
What began as a complaint from a scrap dealer has now grown into one of the biggest corruption scandals to hit Punjab Police in recent years. The Central Bureau of Investigation (CBI) launched a probe after Akash Bhatta, a scrap dealer, approached the agency on October 11 with a serious allegation. He claimed that the Deputy Inspector General (DIG) of the Ropar Range, Harcharan Singh Bhullar, had demanded a bribe of ₹8 lakh to “settle” a criminal case filed against him in 2023.
Harcharan Singh Bhullar, who hails from a powerful police family and is the son of former Punjab DGP Mehal Singh Bhullar, allegedly used a middleman named Kirshanu to demand not only the one-time bribe but also a recurring monthly payment euphemistically referred to as “sewa-paani.” This monthly extortion, according to investigators, was meant to ensure that the police would not initiate further action against the scrap dealer’s business.
The DIG, a 2007-batch IPS officer, had assumed charge of the Ropar Range in November last year. Within less than a year of taking charge, he found himself at the centre of a corruption trap that has since turned into a full-blown scandal. The evidence that exposed him came in the form of a recorded WhatsApp conversation between him and his middleman. In the call, Harcharan Singh Bhullar is heard instructing Kirshanu to collect ₹8 lakh from the complainant. His words were direct and unmistakable: “8 fadne ne 8.” He added, “Jinna denda nal nal fadi chal, ohnu kehde 8 kar de pura,” effectively instructing the middleman to collect whatever the scrap dealer could offer but ensure the total reached ₹8 lakh.
CBI investigators say this was the moment the case became airtight. The recorded conversation, verified through mobile number tracking, confirmed that the number belonged to the Ropar DIG. The middleman, Kirshanu, was arrested on Thursday from Sector 9D Market in Chandigarh. His conversations with both Harcharan Singh Bhullar and the complainant further cemented the case. In one of the chats, Harcharan Singh Bhullar can be heard instructing Kirshanu to tell the scrap dealer, “Edda kehna pata ki hai… kehnda hai August da ni aaya, September da ni aaya,” implying that the bribes for the months of August and September had not been paid. Sub-inspector Sachin Singh of the Anti-Corruption Branch (ACB) led the CBI investigation, meticulously piecing together call recordings, chats, and financial trails that exposed a sophisticated system of bribery.
CBI Raids Unearth ₹5 Crore, Gold, and Luxury Items
The CBI moved swiftly once the evidence was verified. A trap was laid to catch the middleman red-handed while accepting the bribe amount. On Thursday, the agency apprehended a person accepting ₹8 lakh from the complainant on behalf of Harcharan Singh Bhullar at Sector 21 in Chandigarh. A controlled call was then made to the DIG, during which he acknowledged the payment and instructed the middleman and the complainant to come to his office. This call provided the final confirmation the CBI needed.
Shortly after, the agency raided Harcharan Singh Bhullar’s office in Mohali and his private residence in Sector 40, Chandigarh. What they discovered during these searches stunned even seasoned investigators.
Inside his residence and office were piles of currency notes amounting to ₹5 crore in cash, 1.5 kilograms of gold jewellery, keys to luxury vehicles — including a Mercedes and an Audi — and documents pointing to several immovable properties. Alongside these, the CBI found 22 luxury watches, 40 litres of imported liquor, and multiple firearms including a pistol, a revolver, a double-barrelled gun, and an airgun with ammunition.
For a serving police officer, such opulence and accumulation of wealth raised immediate red flags about the extent of his operations and the number of people possibly involved in similar bribery networks. Officials say that the sheer scale of recovery indicates the existence of a well-entrenched corruption racket operating under the guise of law enforcement.
CBI officials arrested Harcharan Singh Bhullar from his office in Mohali shortly after the raid. According to the agency, his reaction was described as “cold and emotionless” even as evidence piled up around him. “During the trap proceedings, a controlled call was made to the public servant, during which he acknowledged the payment and directed the middleman and complainant to come to his office. Subsequently, the CBI team apprehended the public servant from his office and arrested the other accused in Chandigarh,” the agency’s statement said.
A case against Harcharan Singh Bhullar and Kirshanu has been registered under Sections 7 and 7A of the Prevention of Corruption Act, as well as Section 61(2) of the Bharatiya Nyaya Sanhita. The investigation is now expanding to trace the money trail and determine whether other officials were involved or benefited from the bribery scheme.
Harcharan Singh Bhullar’s career in the police service had previously placed him in high-profile postings, including DIG Patiala Range, joint director of the Vigilance Bureau, and senior superintendent of police in several districts including Jagraon, Mohali, Sangrur, Fatehgarh Sahib, Hoshiarpur and Gurdaspur. While these positions gave him immense administrative control, they also, as the CBI now suspects, allowed him to build a parallel system of monetary influence.
