The University Grants Commission (UGC) is developing a comprehensive evaluation system to assess higher education institutions (HEIs) based on their progress in implementing the National Education Policy (NEP) 2020. This initiative aligns with UGC regulations, where grades or scores obtained in NAAC accreditation often determine eligibility for certain privileges or entitlements.
In an official notification, the UGC stated, “It has been decided to develop a system to evaluate HEIs based on the implementation of the National Education Policy 2020. The progress made by the HEIs in implementing the NEP 2020 will be considered while granting privileges and entitlements under various UGC regulations.” To this end, the commission has outlined a two-step evaluation process with specific parameters to allocate points to institutions.
The two-step evaluation process involves:
Eligibility qualifiers: Institutions must meet mandatory benchmarks or qualifiers to become eligible for privileges or entitlements.
Quantifier parameters: Eligible institutions will then be assessed on specific parameters tied to NEP 2020 initiatives and UGC regulations, with privileges determined based on the points obtained.
Higher education institutions will be required to submit supporting data or evidence to substantiate their claims of meeting the benchmarks. Any submission of false information or declarations will result in the rejection of the application and potential further action by the UGC.
The system aims to encourage institutions to adopt and implement key aspects of NEP 2020, focusing on innovative teaching practices, multidisciplinary approaches, skill development, and inclusive education policies. The UGC emphasizes that both qualitative and quantitative aspects of NEP implementation will be considered during the assessment.
To engage stakeholders in the process, the UGC has invited feedback and suggestions from the public. The feedback will contribute to drafting the final document outlining the evaluation system.
