In a sharp escalation of his ongoing confrontation with the Election Commission of India, Congress leader Rahul Gandhi on Monday warned that the INDIA bloc would initiate strict action against the Chief Election Commissioner and two Election Commissioners for their alleged involvement in “vote chori” (vote theft) if the alliance comes to power. Rahul Gandhi’s remarks, delivered during a public address in Gaya, Bihar, underline his determination to frame the issue of electoral integrity as a central theme of opposition politics ahead of upcoming state and national elections.

Rahul Gandhi’s Accusations Against Election Commission

Rahul Gandhi’s latest remarks reflect the intensification of his long-running criticism of the Election Commission of India (ECI), which he and other opposition leaders have frequently accused of functioning as an extension of the ruling Bharatiya Janata Party (BJP). Speaking at the conclusion of the second day of his Voter Adhikar Yatra in Bihar, where he was joined by Rashtriya Janata Dal (RJD) leader Tejashwi Yadav, Rahul Gandhi directly accused Chief Election Commissioner Gyanesh Kumar and election commissioners Sukhbir Singh Sandhu and Vivek Joshi of facilitating electoral malpractice to the benefit of the BJP.

“The Election Commission has been caught in the act of vote theft, yet instead of answering to the people, they are asking me to file an affidavit,” Rahul Gandhi said, his voice rising amid loud cheers from supporters. “I want to tell them that the entire country will ask you for an affidavit. We will catch your theft in every Assembly and Lok Sabha constituency and place it before the people.”

Rahul Gandhi alleged that the Election Commission had introduced a new form of manipulation in Bihar through the Special Intensive Revision (SIR) of electoral rolls, which he sarcastically described as a “special package” from the poll panel, drawing a parallel to Prime Minister Narendra Modi’s frequent announcements of special packages for states. According to Rahul Gandhi, this revision exercise was nothing short of a systematic attempt at disenfranchisement.

The Congress MP from Raebareli claimed that the “vote chori” mechanism amounted to an assault on the soul of Bharat Mata, declaring that the people of Bihar would not allow such theft to happen in their state. Standing beside Tejashwi Yadav, Rahul Gandhi emphasized the INDIA bloc’s united opposition to what he described as “institutionalized electoral theft” engineered by the BJP with the help of the Election Commission.

He further sharpened his attack by alleging that the three election commissioners were essentially functioning as members of the BJP. “Whatever I say, I do. I do not lie on stage. These three election commissioners must remember that today they may be working under Modi ji’s government, but the day is not far when the INDIA bloc will form governments in Bihar and Delhi. On that day, we will take action against them for stealing the votes of the entire country,” Rahul Gandhi asserted.

The combative speech came just a day after Chief Election Commissioner Gyanesh Kumar issued a seven-day ultimatum to Rahul Gandhi, asking him to either provide a signed affidavit substantiating his claims of “vote chori” during the 2024 Lok Sabha elections or withdraw the allegations. Kumar made it clear that in the absence of such proof, Rahul Gandhi’s allegations would be treated as “baseless, misleading, and invalid.”

This exchange marks the latest flashpoint in the deepening rift between the Election Commission and the opposition, particularly the Congress Party. While the ECI has consistently rejected allegations of bias, describing them as unfounded and politically motivated, Rahul Gandhi’s rhetoric suggests that the opposition intends to keep electoral transparency and integrity at the center of its campaign narrative.

Political Context and Implications of Rahul Gandhi’s Remarks

Rahul Gandhi’s pointed attack on the Election Commission must be seen within the broader political context of Bihar and the national political landscape. Bihar, with its 40 Lok Sabha seats, has historically played a decisive role in shaping national electoral outcomes. It is also a state where the BJP, JD(U), RJD, and Congress have alternately held sway, often through complex alliance dynamics. The stakes in Bihar are, therefore, particularly high, making the ongoing Voter Adhikar Yatra symbolically significant.

The Congress leader’s decision to single out the Election Commission underscores a calculated political strategy. By framing the poll panel as complicit in alleged “vote theft,” Rahul Gandhi is seeking to tap into a deep reservoir of public distrust regarding institutions perceived as partisan. His reference to “Bharat Mata” being attacked through electoral theft seeks to fuse nationalist sentiment with the opposition’s demand for electoral accountability, thereby attempting to undercut the BJP’s longstanding claim of monopolizing patriotism.

The Commission has also emphasized that Rahul Gandhi’s allegations about “vote chori” during the 2024 Lok Sabha elections lack evidence, and without a signed affidavit, cannot be taken seriously.

However, Rahul Gandhi’s decision to escalate the matter in such unequivocal terms suggests that the Congress sees political dividends in maintaining a confrontational stance. The emphasis on protecting electoral rights dovetails with the opposition’s broader campaign theme of defending democratic institutions from alleged erosion under the Modi government.

At the same time, Rahul Gandhi’s rhetoric carries risks. By openly threatening action against top election officials, he could be accused by his opponents of undermining institutional independence and setting a dangerous precedent. The BJP has already seized on his comments, portraying them as evidence of the Congress’s disregard for constitutional norms. The ruling party has also emphasized that the Election Commission is an independent constitutional body and that attempts to intimidate its officials should be strongly resisted.

Despite these risks, Rahul Gandhi’s strategy suggests a deliberate choice: to prioritize mobilizing public anger over alleged electoral malpractice rather than moderating his rhetoric for institutional decorum. In doing so, he is positioning himself as a relentless critic of what he sees as systemic unfairness, even at the cost of political controversy.

The larger question that emerges from this episode is whether the INDIA bloc can convert this narrative of electoral malpractice into a mobilizing force ahead of elections. While allegations of bias against the Election Commission are not new, the effectiveness of such accusations depends on whether they resonate with voters beyond the committed opposition base. For Rahul Gandhi, the success of his confrontational strategy will hinge on whether he can convince the electorate that “vote chori” is not just a partisan claim but a genuine threat to democracy itself.
