The political rivalry between Congress leader Rahul Gandhi and Uttar Pradesh minister Dinesh Pratap Singh resurfaced with renewed intensity during a District Development Coordination and Monitoring Committee (DISHA) meeting in Raebareli on September 11, culminating in a heated confrontation that quickly spread across social media. What began as a procedural disagreement over parliamentary etiquette turned into a broader political contest between a sitting Member of Parliament and a state minister who has consistently positioned himself as a vocal critic of Rahul Gandhi’s style of functioning. The incident highlights the fragile balance of authority in such official meetings, where development agendas frequently intersect with political calculations.

The clash, which unfolded at the Collectorate’s Bachat Bhawan during a high-level review of central government schemes, brought into sharp focus the competing claims of responsibility between elected representatives at the state and national level. It also reignited discussions about political etiquette, protocol, and the underlying tensions that have long defined Congress’s hold in Raebareli, one of its most symbolic bastions in Uttar Pradesh.

The Exchange Between Rahul Gandhi and Dinesh Pratap Singh

According to accounts from those present, the confrontation began when Dinesh Pratap Singh, minister of state (independent charge) for horticulture, questioned officials directly during the proceedings. The DISHA meeting, by rule, is chaired by the Member of Parliament of the constituency—in this case, Rahul Gandhi—who oversees the review and supervision of 43 central government programmes under the purview of the Rural Development Department. Rahul Gandhi reportedly interrupted Dinesh Pratap Singh to remind him that members must seek the chair’s permission before putting questions to officials, just as parliamentary norms require that questions be addressed to the Speaker in the Lok Sabha.

Dinesh Pratap Singh, however, bristled at the reminder, later telling reporters that Rahul Gandhi was acting “as if he owned” the DISHA meeting. He argued that while he fully supports the Congress leader when it comes to executing development works for Raebareli, he refuses to accept the platform being used for political one-upmanship or as a stage for criticism of the government. “The MP of a constituency chairs the DISHA meeting. As per the guidelines of the Rural Development Department, supervising and implementing 43 programmes is his responsibility. When Rahul Gandhi attends the meeting, he acts as if he is the owner, which I could not accept,” Dinesh Pratap Singh remarked.

This verbal exchange was not confined to the closed doors of the Collectorate hall. A video recording of the moment, which showed Rahul Gandhi intervening as Dinesh Pratap Singh directly addressed officials, quickly went viral on social media, with supporters of both leaders interpreting the clash through partisan lenses. Rahul Gandhi, in his intervention, drew parallels between parliamentary practice and DISHA protocol, suggesting that ministers and officials alike should respect the chair’s authority to maintain decorum and efficiency. “In DISHA meetings, members must seek the chair’s permission before speaking. I reminded him of this procedure, just as all questions in the Lok Sabha are addressed through the Speaker. A minister should know parliamentary etiquette. The chief minister should take note of such conduct. What message does it send about cabinet discipline?” Rahul Gandhi said, sharpening his criticism of Dinesh Pratap Singh’s conduct.

Dinesh Pratap Singh countered by reiterating that his objections were not personal but procedural. “For all the development works under DISHA, which are meant to serve the people of Raebareli, I will always stand with Rahul Gandhi and provide positive support. However, when he tries to use the DISHA platform as a stage for his party or to criticise the government, I stand firmly against him, so much so that Rahul Gandhi cannot move me,” he asserted.

The exchange was further charged by the presence of Amethi MP and DISHA co-chairperson Kishori Lal Sharma, several local MLAs, and block chiefs, all of whom witnessed the back-and-forth. What was intended to be a review of developmental schemes became a stage for a political duel, underlining how such institutional platforms often turn into extensions of party rivalry rather than neutral administrative forums.

Political Symbolism and Social Media Spin

The confrontation did not end with procedural disagreements inside the meeting hall. Outside, it evolved into a broader spectacle, particularly after a photograph of Rahul Gandhi shaking hands with Dinesh Pratap Singh’s son—who also serves as a block chief in the district—was circulated widely. Dinesh Pratap Singh alleged that Congress supporters deliberately spread the image to troll him, suggesting that his son had shown Rahul Gandhi respect, something Dinesh Pratap Singh claimed was used to mock his political stance.

“My son should not have merely shaken hands but touched Rahul Gandhi’s feet as a mark of respect since he is my age,” Dinesh Pratap Singh remarked sarcastically, accusing Rahul Gandhi’s supporters of using social media optics to turn a simple courtesy gesture into political theatre. He further clarified that while his son may have greeted Rahul Gandhi, he himself had only exchanged a greeting without a handshake, a subtle distinction he appeared keen to emphasize. “I greeted him, but he did not shake hands with me,” Dinesh Pratap Singh stated, before attempting to downplay the matter by calling for an end to the controversy. “Let us move forward in apni apni disha (our own directions),” he quipped, borrowing the committee’s acronym for a pointed political pun.

This controversy over a handshake became emblematic of how even minor gestures in Indian politics can be loaded with symbolic weight. In constituencies like Raebareli, where dynastic loyalty and party symbolism run deep, the optics of personal interactions between leaders and their families can resonate more strongly than policy discussions. The presence of Kishori Lal Sharma, the Amethi MP and co-chair of the committee, also added layers to the incident.
