  • Electric buses launched at Sector 43 ISBT under flagship scheme
  • Initiative promotes zero-emission, reliable, and accessible public transport network

Prime Minister Narendra Modi is set to virtually flag off a new fleet of electric buses under the PM e-Bus Sewa Scheme at Sector 43 Inter-State Bus Terminus in Chandigarh, marking another significant milestone in the country’s transition toward cleaner and more efficient public transport systems. The initiative reflects the central government’s broader vision of reducing carbon emissions, improving urban transport infrastructure, and ensuring accessible mobility options for citizens in rapidly growing cities. The event underscores how policy, technology, and public-private collaboration are being brought together to reshape daily commuting experiences across India.

The introduction of electric buses in Chandigarh comes at a time when urban centers are grappling with rising vehicular congestion, deteriorating air quality, and increasing fuel costs. By adopting electric mobility solutions, the government aims to address these challenges while aligning with national and global climate commitments. The PM e-Bus Sewa Scheme, launched in August 2023, has emerged as a cornerstone of this strategy, focusing particularly on cities that lack well-organised bus services and dependable last-mile connectivity. The rollout in Chandigarh symbolizes both progress made so far and the scale of transformation envisioned in the coming years.

Vision and Framework of the PM e-Bus Sewa Scheme

The PM e-Bus Sewa Scheme has been conceptualised as a large-scale intervention to modernise urban transport while promoting environmental sustainability. Under the scheme, 10,000 electric buses are to be deployed across 169 cities through a Public-Private Partnership model. This approach allows the government to leverage private sector efficiency and innovation while ensuring public oversight, affordability, and service reliability. With a total projected outlay of Rs 57,613 crore, the programme represents one of the most ambitious electric mobility initiatives undertaken in the country.

At its core, the scheme is designed to fill critical gaps in urban public transport. Many medium and small cities in India have historically relied on informal or fragmented transport systems, leading to inconsistent services and limited coverage. By introducing modern electric buses supported by structured contracts, standardised service levels, and integrated ticketing systems, the scheme seeks to create dependable and inclusive urban mobility networks. The focus is not only on vehicle deployment but also on the development of essential infrastructure such as depots, charging facilities, and operational command centers.

Environmental considerations form a central pillar of the PM e-Bus Sewa Scheme. Electric buses produce zero tailpipe emissions, significantly reducing air pollution in densely populated urban areas. Over time, widespread adoption is expected to lower greenhouse gas emissions, decrease dependence on fossil fuels, and contribute to improved public health outcomes. The scheme also aligns with India’s broader commitments to expand renewable energy use and promote sustainable development pathways.

Another defining feature of the programme is its emphasis on financial sustainability. Through the PPP model, private operators are responsible for procuring and maintaining buses, while public authorities ensure route planning, fare integration, and regulatory support. Payments are often linked to performance metrics such as kilometres operated and service quality, encouraging efficiency and accountability. This structure reduces upfront financial burdens on urban local bodies while ensuring long-term operational viability.

Chandigarh Rollout and Implications for Urban Mobility

The virtual flagging off of electric buses at Sector 43 ISBT represents a practical step in translating policy vision into on-ground impact. Chandigarh, known for its planned urban layout and relatively high vehicle density, stands to benefit significantly from the introduction of electric public transport. The new buses are expected to enhance connectivity across key residential, commercial, and institutional areas, offering commuters a quieter, cleaner, and more comfortable travel option.

The choice of the Inter-State Bus Terminus as the launch point highlights the role of electric buses not only in intra-city travel but also in improving inter-city connectivity. As a major transport hub, ISBT Sector 43 serves thousands of passengers daily, including those traveling to neighboring states. Integrating electric buses into such high-traffic nodes can amplify their visibility and encourage wider public acceptance of electric mobility solutions.

From an operational perspective, the deployment involves careful planning around charging infrastructure, route optimisation, and staff training. Electric buses require dedicated charging schedules and depot management systems to ensure uninterrupted service. Under the PM e-Bus Sewa framework, infrastructure development is a key component, ensuring that cities like Chandigarh are equipped to support growing electric fleets without compromising reliability.

The rollout also carries economic and social implications. Improved public transport can reduce reliance on private vehicles, easing congestion and lowering household transportation costs. For daily commuters, especially students, workers, and senior citizens, dependable bus services enhance mobility and access to opportunities. Over time, such improvements can contribute to more equitable urban development by connecting peripheral areas with city centers.

On a broader scale, the Chandigarh launch reflects the replicable nature of the PM e-Bus Sewa Scheme. Lessons learned from early adopters can inform implementation in other cities, helping refine operational models and address challenges related to technology adoption, grid capacity, and service integration. As more cities come on board, the cumulative impact of electric buses on urban mobility and environmental quality is expected to become increasingly visible.

The virtual nature of the flag-off event itself underscores how governance and public outreach are evolving in the digital age. By leveraging technology, national leaders can engage with multiple regions simultaneously, reinforcing policy priorities and maintaining momentum across geographically dispersed projects. The event serves as both a symbolic and operational marker of progress in India’s journey toward cleaner, smarter urban transport systems.

As electric buses begin operating on Chandigarh’s roads under the PM e-Bus Sewa Scheme, they represent more than a change in vehicle technology. They embody a shift in how urban mobility is planned, financed, and delivered, with sustainability, efficiency, and inclusivity at the forefront. The initiative signals a future where public transport plays a central role in shaping livable, low-carbon cities across India.
