Over 61% of SIR enumeration forms distributed in Tamil Nadu as political row intensifies between DMK and AIADMK | cliQ Latest

The ongoing Special Intensive Revision (SIR) of electoral rolls in Tamil Nadu has already covered over 61% of the state’s registered voters within the first week, according to data released by the Chief Electoral Officer (CEO). The large-scale enumeration drive, meant to update and verify voter details across Tamil Nadu, has sparked a heated political debate, with Chief Minister M.K. Stalin’s DMK strongly opposing the exercise and the AIADMK, led by Edappadi K. Palaniswami (EPS), backing it in alignment with the BJP. The distribution process, despite its administrative intent, has evolved into a flashpoint between the ruling and opposition parties, each accusing the other of political motives behind the exercise.

High Coverage Recorded, But Discrepancies Reported

According to official data, around 3.93 crore voters—representing 61.34% of the total registered electorate in Tamil Nadu—have already received their enumeration forms under the SIR exercise. The data covers distribution between November 4 and November 10 and marks significant progress in the first week of the revision process. The highest coverage was recorded in Perambalur district, located in central Tamil Nadu, where 94.41% of voters (5.57 lakh out of 5.90 lakh) received their forms. In contrast, Chengalpattu district, part of the state’s northern region, registered the lowest coverage, with only 22.8% of voters (6.37 lakh out of 27.8 lakh) receiving their forms.

The SIR exercise is being conducted as part of the Election Commission of India’s (ECI) efforts to update the electoral rolls ahead of the 2026 Tamil Nadu Assembly elections. However, even as administrative officers highlight the progress, the process has drawn sharp criticism from the ruling DMK government. The DMK has claimed that several discrepancies have emerged, alleging irregularities and bias in the enumeration process. A helpline set up by the ruling party has reportedly been receiving between 600 and 700 calls daily from Booth Level Agents (BLAs) flagging various issues in the ongoing distribution.

Chief Minister M.K. Stalin has positioned the DMK’s resistance to the SIR as a defense of democratic integrity, accusing the BJP and its ally, the AIADMK, of misusing the exercise for political gain. According to Stalin, the BJP has turned the SIR process into a political weapon similar to how it allegedly uses central agencies like the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) against opposition-ruled states. “SIR is a tool picked up by the BJP to threaten the DMK similar to the ED and the CBI,” Stalin said during a recent address. He accused the opposition of conspiring to use the enumeration to target the ruling party and distort the state’s electoral rolls.

The DMK has already challenged the legality of the SIR exercise before the Supreme Court, arguing that the Election Commission should not undertake a parallel verification process that duplicates or interferes with existing voter roll management systems. Meanwhile, the AIADMK has sought to intervene in the same case, a move that Stalin has described as politically motivated. “If they are genuinely concerned, they should have filed a separate petition. I sense a conspiracy in this,” Stalin remarked, reinforcing his claim that the BJP-AIADMK alliance is attempting to manipulate the voter list ahead of future elections.

AIADMK Defends Exercise, Accuses DMK of Political Fear

In sharp contrast to the DMK’s objections, AIADMK leader Edappadi Palaniswami has defended the Special Intensive Revision as a necessary and transparent process. He argued that the SIR’s purpose is to clean up electoral rolls and remove outdated or inaccurate entries that persist even after people have shifted their residences. According to EPS, the DMK’s opposition to the exercise stems from its dependence on irregular votes, not from genuine administrative concerns. “Even after residents have shifted houses, their old names are still included. The SIR work is meant to remove such irregularities and include genuine voters,” EPS said. “But the DMK is opposing it because it thrives on fake votes.”

The AIADMK leader also dismissed Stalin’s claims of political conspiracy, calling them an attempt to distract from the government’s failures. He emphasized that the Election Commission’s exercise is part of a routine process aimed at strengthening electoral accuracy, not political manipulation. By opposing it, EPS said, the DMK was undermining democratic reforms and transparency. His remarks were backed by BJP representatives, who insisted that the SIR initiative is being conducted uniformly across all states under the supervision of the Election Commission of India and not at the behest of any political party.

Despite the AIADMK’s defense, the controversy continues to grow, with opposition parties accusing the DMK of trying to create unnecessary panic over a standard procedure. However, within Tamil Nadu’s highly charged political environment, even a routine administrative exercise has taken on partisan dimensions. The BJP, which has been seeking to strengthen its political foothold in the southern state, views the SIR exercise as an opportunity to ensure cleaner voter rolls ahead of future elections. On the other hand, the DMK and its allies perceive the move as a deliberate strategy by the central government to interfere in the state’s electoral autonomy.

The state’s CEO office has maintained that the process remains impartial and is being executed in accordance with ECI guidelines. Officials have reiterated that the SIR exercise aims only to ensure accuracy in voter registration, eliminate duplications, and update entries for voters who have moved or changed details. The exercise, they said, is essential for maintaining the credibility of the electoral rolls ahead of upcoming Lok Sabha and Assembly elections.

Meanwhile, the political divide over the issue shows no sign of abating. As both camps escalate their rhetoric, the SIR enumeration has effectively transformed from a bureaucratic exercise into a political flashpoint that underscores the deep polarization within Tamil Nadu’s political landscape. For the DMK, the exercise symbolizes central overreach; for the AIADMK and BJP, it represents electoral transparency. With the Supreme Court expected to hear the case soon, the outcome of the legal challenge could determine not only the fate of the enumeration process but also the contours of Tamil Nadu’s political contest in the run-up to the next elections.
