Noida Authority Chief Executive Officer Dr. Lokesh M on Thursday conducted an extensive inspection of old residential flats constructed by the Authority across multiple sectors, assessing their current condition and the urgent need for redevelopment. The inspection covered Authority-built flats in Sector 27 and Sector 93, as well as workers’ housing units in Sectors 93, 110 and 66. The CEO noted that many of these structures were built several decades ago and now require immediate upgradation or redevelopment to ensure safety and improved living standards for residents.
Dr. Lokesh M was accompanied by Additional CEO Krishna karunesh Shukla, Special Project Officer Manendra Pratap and Additional Chief Engineer (Civil) Vijay Rawal during the visit. The team reviewed the structural condition, maintenance gaps and overall viability of restoring versus redeveloping the ageing buildings.
Authority Flags Deteriorated Condition of Old Flats, Calls for Urgent Redevelopment Plan
During the inspection, the CEO observed that many of the Authority-built flats have significantly aged. Several structures constructed years ago are now in deteriorated condition, warranting either major repairs or complete redevelopment for long-term sustainability. The Authority acknowledged that residents living in these old housing complexes have been demanding structural improvements and better amenities for some time.
Officials examined housing clusters in Sector 27 and Sector 93, followed by labour tenement buildings in Sectors 93, 110 and 66. The inspection team evaluated structural integrity, utility conditions and common facilities. Preliminary observations indicated that multiple buildings require reconstruction under a planned redevelopment model instead of routine maintenance.
Taking note of the situation, Dr. Lokesh M directed that a comprehensive redevelopment framework be prepared. He stated that a policy-based approach is required to revive old Authority-built housing stock across Noida in a phased and systematic manner, ensuring safety and enhanced quality of living.
Committee Constituted to Prepare Redevelopment Policy; Report to Be Submitted Within One Month
Recognising the scale and urgency of the task, the Noida Authority has constituted a committee to formulate a detailed Redevelopment Policy for ageing Authority-constructed housing complexes. The committee will include senior officers such as the Additional CEO (Land & Ce), Special Project Officer (MEP), Finance Controller and Additional Chief Engineer (Civil).
The committee has been directed to study the existing condition of the flats, assess redevelopment feasibility, analyse financial implications and prepare a structured roadmap. The Authority instructed the committee to examine redevelopment models adopted in other major cities and propose a suitable policy for Noida.
As per the CEO’s directive, the committee must submit its final report within one month, after which the Authority will take further decisions on implementation.
In addition, the committee has been instructed to carry out a structured, sector-wise survey of all old Authority-built residences. This survey will establish the physical condition, level of deterioration, occupancy patterns and redevelopment potential of each housing cluster.
The Noida Authority has stated that once the redevelopment policy is finalised, existing residents will be informed about the modalities, timelines and benefits. The policy is expected to include provisions for modern infrastructure, enhanced safety features and upgraded civic amenities.
