Noida, December 16, 2025:
In view of the deteriorating air quality across the NCR and the enforcement of GRAP-IV restrictions, the Noida Authority on Monday held a high-level review meeting to ensure strict compliance with pollution control measures and accelerate steps to improve ambient air conditions in the city.
The meeting was chaired by Noida Authority Chief Executive Officer Dr Lokesh M at the Authority’s administrative headquarters in Sector-6. Senior officials including all Additional Chief Executive Officers, representatives from the district administration, General Managers, Deputy General Managers and senior managers of the Authority were present. Representatives of IT companies, schools and universities operating in the Noida region also participated in the deliberations.

During the meeting, Dr Lokesh M reviewed the directions issued at the meeting chaired by Union Minister for Environment, Forest and Climate Change Bhupender Yadav on December 15, 2025, and instructed all departments to ensure their effective and time-bound implementation. Institutions and organisations present in the meeting were also urged to actively contribute to efforts aimed at improving air quality.
Highlighting vehicular emissions as a major contributor to air pollution in the NCR, the CEO directed officials to promote electric vehicles over fuel-based vehicles in the Noida region. The transport department has been asked to be formally approached for this purpose, while instructions were issued to increase the number of EV charging stations within the Authority area. The Authority was also directed to initiate the conversion of its own vehicles to EV or hybrid models. Vehicles used by the public health department that do not meet BS-VI norms have been ordered to be upgraded. Additionally, corrective measures were directed at traffic congestion hotspots across Noida to reduce frequent jams and associated emissions.

Representatives of IT companies and educational institutions were advised to adopt work-from-home arrangements and online or hybrid modes of operation during the GRAP-III and GRAP-IV period to reduce vehicular movement. Institutions were also requested to avoid organising large-scale events during this period where mass vehicle gathering is likely.
Addressing industrial pollution, officials were instructed to conduct inspections in their respective zones to ensure that factories operating in Noida do not emit polluted gases or air. Strict action has been ordered against violators found flouting emission norms.
To tackle pollution caused by open waste burning, departments were asked to maintain strict vigilance over incidents involving garbage heaps or horticulture waste being set on fire. Identification and penal action against violators were emphasised, along with directions to ensure maximum scientific disposal of waste.
The meeting also reviewed the use of diesel generator sets across institutions. Authorities stressed minimising DG set usage and instructed departments to coordinate with institutions to retrofit DG sets with dual-fuel systems wherever possible.
Mechanical road sweeping across all major roads in Noida was directed to be intensified, with officials instructed to ensure timely and complete utilisation of funds received under the National Clean Air Programme (NCAP). In addition, the horticulture department was directed to develop green cover by laying grass or tiles on unpaved road shoulders. Senior managers have been asked to survey their areas and submit lists of locations requiring such treatment.
The Authority also reiterated the need for scientific collection and disposal of construction and demolition waste, ensuring it does not contribute to dust pollution. Emphasis was laid on ensuring active participation of citizens, RWAs and public representatives in pollution control programmes.

Hotspots identified for vehicular pollution are to be targeted with focused measures such as green belt development and dust control. Institutional representatives were requested to assist by ensuring regular water sprinkling on roads outside their premises to suppress dust emissions.
Institutions were also encouraged to consider adopting nearby footpaths, central verges or other Authority infrastructure for maintenance, with the option of institutional branding, as part of their contribution to cleaner and greener public spaces.
The Noida Authority reiterated its commitment to implementing all pollution control measures in coordination with stakeholders to mitigate the impact of severe air pollution and safeguard public health.
