Noida, April 9, 2026: The 222nd board meeting of the Noida Authority, held on April 6, 2026, brought forward several important policy decisions concerning land use, rural development, and long-pending issues related to किसानों and plot allocations. The meeting focused on streamlining regulations, addressing stakeholder concerns, and ensuring balanced urban and rural development within the authority’s jurisdiction.
One of the key decisions taken during the meeting was regarding the permission for mixed land use on residential and industrial plots allotted by the authority. Under the approved provisions, mixed use will now be allowed on such plots, which is expected to provide flexibility in utilization and promote economic activities. However, it was clarified that this provision will not apply to 5 percent आबादी plots. These plots will continue to be governed by the provisions outlined in Chapter 6 of the Building Regulations 2010, as no changes or proposals regarding them were presented in the meeting.
No Change in Rules for 5 Percent Abadi Plots
The authority maintained the existing framework for 5 percent आबादी plots, ensuring continuity in the application of earlier नियम. Chapter 6 of the 2010 building regulations will remain applicable, and no amendments were considered for this category. This decision provides clarity and stability to those holding such plots, as the existing provisions will continue without alteration.
At the same time, the board discussed the need to revisit building approval procedures in rural आबादी areas. A proposal was presented suggesting that the process of map approval for construction in rural regions should be made more accessible and citizen-friendly, particularly for farmers residing in these areas.
Proposal to Simplify Rural Building Approvals
To address this, it was decided that objections and suggestions from the general public would be invited regarding the existing regulations. These inputs will be examined by a designated committee, which will then recommend necessary policy changes. The aim is to simplify procedures, reduce complexities, and make construction approvals more efficient for rural residents.
This step reflects the authority’s intent to incorporate public participation in policy-making and ensure that regulations are practical and aligned with ground realities.
Pending Farmer Cases on Plot Allocation Under Review
Another significant issue discussed in the meeting was related to approximately 70 farmers who had deposited funds between 2010 and 2023 for the allotment of 5 percent आबादी plots. A proposal was presented to consider both the pending dues and the allocation of plots for these किसानों.
The board responded positively and directed officials to collect consent from the concerned farmers regarding the payment of equivalent amounts required for allotment. Additionally, authorities have been asked to provide detailed information on the number of किसानों involved and the availability of land required for allocating these plots. This move is expected to bring long-awaited relief to affected farmers.
Land Rate Alignment in New Noida Region
The board also approved a proposal related to land acquisition in the DNGIR (New Noida) area through mutual agreement. It was decided that land rates in this region will be aligned with those of the Yamuna Expressway Industrial Development Authority. This decision is expected to ensure uniformity in pricing and facilitate smoother land transactions in the emerging development zone.
The alignment of rates is likely to boost investor confidence and streamline acquisition processes, contributing to planned urban expansion in the New Noida region.
Focus on Resolving Farmers’ Long-Pending Issues
In addition to policy decisions, discussions also included various pending issues raised by farmers. These concerns were highlighted following interactions between Noida MLA Pankaj Singh and authority officials. The board acknowledged the importance of resolving these matters and directed officials to work on sustainable and long-term solutions.
Authorities have been instructed to prioritize these issues and present detailed proposals with facts in the upcoming board meeting. The focus remains on ensuring fair resolution and addressing grievances that have been pending for an extended period.
The meeting underscored the authority’s commitment to policy reforms, stakeholder engagement, and balanced development. With a mix of regulatory clarity and proactive measures, the decisions taken are expected to have a significant impact on urban planning, rural housing, and farmer welfare in the region.
