The political career of Nitish Kumar, one of India’s most resilient and adaptive leaders, has been nothing short of extraordinary, reflecting both the complexity of Bihar’s political landscape and his unparalleled ability to navigate it successfully. On the day he is set to take oath as chief minister of Bihar for the tenth time, the magnitude of his political journey becomes clear. While conventionally, a leader of his tenure might have taken the oath five times at most, Kumar has rewritten the norms of political survival and influence in Bihar. His upcoming tenth swearing-in is a record for any chief minister in India and serves as a testament to his enduring relevance, strategic acumen, and the ability to adapt to ever-changing political equations over more than two decades. As he assumes office once again, Kumar not only carries the weight of past successes and failures but also the expectations of millions who have repeatedly entrusted him with governance in a state known for its fragmented mandates, shifting alliances, and political volatility.

The Beginnings: A Short-Lived First Term and Early Challenges

Nitish Kumar’s first term as chief minister of Bihar in 2000 remains one of the shortest in the state’s history, lasting just seven days. At the age of 50, Kumar had already established himself as a capable Union minister with a reputation for administrative competence and organizational skills. Following the 1999 general elections, which saw the BJP-led National Democratic Alliance return to power at the Centre under Atal Bihari Vajpayee, Kumar was chosen to be the party’s face in Bihar. This move reflected the central leadership’s confidence in his leadership potential and political acumen.

However, the February 2000 Bihar assembly elections produced a fractured verdict, leaving the Rashtriya Janata Dal (RJD), led by Lalu Prasad Yadav, with 124 seats in the 324-member assembly, while the NDA, led by the BJP and Samata Party, secured 122 seats. Both were short of the majority mark of 163, leaving the state in a politically precarious situation. Despite being numerically behind, Kumar was invited by Governor Vinod Chandra Pande to form the government, backed by 151 NDA and allied MLAs. His swearing-in on March 3, 2000, was facilitated by the support of central leaders like LK Advani and George Fernandes, emphasizing both political strategy and faith in his ability to stabilize governance in Bihar.

Yet, the political environment was intensely unstable. The RJD, with 159 MLAs, protested the move, claiming its numerical strength should allow it to form the government. The ensuing week saw aggressive political maneuvering, with both camps attempting to woo MLAs to their side. In the absence of a clear majority for either party, Kumar’s government collapsed on March 11, ending one of the shortest tenures in Bihar’s history. This brief experience would later become a defining lesson in coalition politics, numerical strategy, and the importance of long-term planning in the state’s volatile political environment.

Nitish Kumar’s Rise and the Path to Consolidation

Following the initial political setback, Nitish Kumar demonstrated remarkable resilience, returning to power after the October 2005 assembly elections. His second term marked the beginning of a new era of governance in Bihar. The NDA’s victory in 2005, after years of RJD rule, provided Kumar with a stable platform to implement his development-focused vision. He was sworn in as chief minister for the second time, bringing a pragmatic approach that combined administrative efficiency with political adaptability.

Nitish Kumar’s third term followed the 2010 assembly elections, consolidating his position as a key political force in Bihar. By this period, he had established a governance model focused on improving infrastructure, law and order, education, and social welfare programs. His ability to navigate coalition politics while implementing development initiatives gained him widespread recognition, both within the state and at the national level.

However, politics remained unpredictable. The 2014 elections, contested by the JD(U) without the BJP or the RJD, led to a defeat that saw Kumar stepping down and appointing Jitan Ram Manjhi, a party colleague, as chief minister. This phase reflected both the fragility of political mandates in Bihar and Kumar’s strategic foresight in ensuring continuity of leadership within his party, even during periods of electoral setbacks.

In 2015, Kumar reclaimed the chief ministerial post before the assembly elections, marking his fourth swearing-in. This tenure was followed by the victory of the JD(U)-RJD-Congress alliance in the 2015 elections, after which he continued as chief minister. The 2020 elections saw him return once again as the leader of the NDA, securing a strong mandate with the alliance winning a decisive majority.

Political Realignments and Strategic Maneuvering

Nitish Kumar’s political journey is also notable for his ability to switch alliances strategically, enhancing his influence while maintaining governance continuity. In 2017, he realigned with the NDA, demonstrating pragmatic politics aimed at ensuring stability and development. In 2022, he briefly shifted to the RJD before returning to the NDA in 2024. These moves, while criticized by some as opportunistic, reflect the intricate nature of Bihar politics, where coalition dynamics, caste equations, and regional interests play pivotal roles. Kumar’s decisions have consistently prioritized governance stability and political relevance over rigid ideological commitments, allowing him to remain at the center of Bihar’s political landscape.

Currently, with a tally of ten terms as chief minister, Kumar is not the longest-serving CM in India but has spent 7,023 days in office, ranking him eighth among India’s chief ministers in terms of longevity. Should he complete his current term of 1,845 days, he would become the third longest-serving CM in the country, following Pawan Kumar Chamling of Sikkim and Naveen Patnaik of Odisha. His tenure is also remarkable for the number of governors he has worked with—fourteen in total—ranking him third nationally, behind Lal Thanhawla of Mizoram and Virbhadra Singh of Himachal Pradesh. This record reflects both his longevity and adaptability in navigating complex administrative relationships over decades.

Nitish Kumar’s leadership has consistently emphasized development-centric governance, focusing on infrastructure, law enforcement, social welfare, and economic growth. He has successfully combined coalition politics with administrative competence, managing to maintain continuity despite frequent political realignments. His pragmatic approach, rooted in understanding Bihar’s socio-political complexities, has allowed him to weather challenges, build alliances, and deliver governance results.

The political resilience demonstrated by Kumar is matched by his ability to learn from early setbacks. His one-week tenure in 2000, initially perceived as a failure, became a crucial learning experience, highlighting the importance of numerical strength, coalition strategy, and careful political maneuvering. As he begins his tenth term, Kumar’s priorities include accelerating development projects, strengthening governance frameworks, and ensuring that Bihar’s growth trajectory remains inclusive and sustainable. Supported by the NDA’s strong majority and experienced coalition partners, he is well-positioned to implement policies with continuity, efficiency, and focus, something that was unattainable during his first brief stint. The contrast between the fragile political environment of 2000 and the commanding position he holds today underscores his enduring political skill and strategic foresight.
