Prime Minister Narendra Modi begins a significant two-day visit to Israel aimed at deepening defence collaboration, expanding trade engagement, and formally upgrading bilateral ties into a “special strategic partnership,” marking a new phase in relations between the two democracies.

Prime Minister Narendra Modi arrived in Israel on Wednesday for a high-profile visit that is expected to substantially advance cooperation in defence, advanced technologies, and strategic coordination. This marks his second visit to Israel in nine years and reflects the steady evolution of relations between the two countries since diplomatic ties were strengthened in recent decades. During his first standalone visit to Israel in 2017, the relationship was elevated to a strategic partnership. The current visit is set to push that engagement further by formally upgrading it into what officials describe as a “special strategic partnership.”

The move signals a significant leap in bilateral ties, placing India’s relationship with Israel in a category that Jerusalem typically reserves for its closest partners. According to diplomatic sources, the new framework will institutionalize deeper cooperation in defence research and development, advanced weapons systems, and crisis coordination mechanisms. It is expected to create a structured foundation for joint development projects and provide both countries with a more formalized understanding of mutual support during times of strategic need.

Prime Minister Modi was received at the airport by Israeli Prime Minister Benjamin Netanyahu and his wife Sara Netanyahu. The two leaders held an initial one-on-one interaction shortly after arrival, reflecting the personal rapport that has characterized their diplomatic exchanges over the years. The visit itinerary includes high-level political meetings, engagements with the Indian community in Israel, a historic address to the Israeli parliament, and the signing of multiple memorandums of understanding spanning defence and emerging technologies.

Strengthening defence cooperation and strategic alignment

Defence cooperation remains the central pillar of India–Israel relations, and this visit is expected to give it renewed momentum. Over the past decade, Israel has emerged as one of India’s most important defence suppliers, providing a wide range of military platforms, surveillance systems, precision-guided munitions, drones, and air defence technologies. The new “special strategic partnership” is expected to move beyond buyer-seller dynamics and expand into co-development and joint production of advanced defence systems.

One of the key elements under discussion is collaboration in air defence systems, including integration with advanced Israeli platforms. Reports in Israeli media have suggested that understandings may be reached in areas such as next-generation air defence capabilities, including laser-based interception systems. Such systems are designed to neutralize aerial threats including drones, rockets, and missiles with high precision and at lower operational costs compared to traditional interceptors. The potential integration of India into advanced programmes reflects a high degree of trust and technological openness between the two sides.

As part of the upgraded framework, officials have indicated that a new secrecy mechanism will be established. This mechanism is expected to facilitate classified exchanges and open categories of defence collaboration that were previously unavailable due to security restrictions. The establishment of such a mechanism would streamline sensitive information sharing, enabling smoother joint research and development initiatives.

The visit also comes at a time when both India and Israel face complex regional security environments. India continues to modernize its armed forces and diversify defence partnerships to enhance self-reliance and technological sophistication. Israel, for its part, views India as a stable and influential partner in the Indo-Pacific region. The deepening of defence ties reflects converging strategic interests and a shared emphasis on innovation-driven military capabilities.

Beyond hardware, defence cooperation increasingly includes training exchanges, joint exercises, and collaboration in cybersecurity and intelligence domains. Israel’s expertise in counterterrorism, border security technologies, and advanced surveillance systems has found resonance in India’s security architecture. The “special strategic partnership” is expected to formalize many of these strands under a broader, long-term framework.

Prime Minister Modi is also scheduled to address the Knesset, a rare honour extended to select world leaders. The address underscores the political warmth between the two nations and symbolizes the parliamentary-level recognition of the evolving partnership. Such engagements are designed not only to reinforce executive-level cooperation but also to deepen institutional connections between democratic institutions in both countries.

During the visit, Prime Minister Netanyahu is set to host a private dinner in honour of Prime Minister Modi. High-level ceremonial engagements are expected to reinforce the symbolic importance of the visit and highlight the mutual commitment to long-term strategic alignment.

Expanding cooperation in technology, innovation and economic engagement

While defence remains central, the visit also places strong emphasis on technological collaboration and trade expansion. Israel has built a global reputation as a technology powerhouse, particularly in areas such as artificial intelligence, quantum computing, cybersecurity, agricultural innovation, and water management technologies. India, with its vast market and rapidly expanding digital infrastructure, represents both an investment destination and a collaborative innovation partner.

An exhibition showcasing Israel’s technological advancements is scheduled as part of the visit, with leading Israeli executives in attendance. This platform will allow Indian and Israeli stakeholders to explore joint ventures and cross-border innovation partnerships. The focus on disruptive technologies signals a forward-looking dimension to the relationship, extending beyond traditional sectors into cutting-edge domains that will shape future economic competitiveness.

Several memorandums of understanding are expected to be signed with a particular emphasis on artificial intelligence, quantum technologies, and cyber cooperation. These agreements aim to foster joint research, startup collaboration, academic partnerships, and institutional linkages between technology ecosystems in both countries. For India, engagement with Israel’s innovation ecosystem aligns with its broader push toward digital transformation and high-technology manufacturing. For Israel, deeper engagement with India opens access to scale, talent, and long-term strategic markets.

The Ministry of External Affairs in New Delhi described the visit as an opportunity to reaffirm the deep and longstanding strategic partnership between the two countries and to review common challenges. Both nations identify as resilient democracies navigating complex regional and global landscapes. The recalibration of efforts toward a shared vision of a robust partnership underscores the political messaging of the visit.

Trade between India and Israel has grown steadily over the years, diversifying beyond diamonds to include defence equipment, chemicals, agricultural products, and high-tech services. With the upgrade to a special strategic partnership, policymakers are expected to explore mechanisms to further boost bilateral trade volumes and encourage private sector participation.

Prime Minister Modi’s itinerary also includes paying homage at Yad Vashem, Israel’s official memorial to the victims of the Holocaust. The gesture carries deep symbolic significance and reflects India’s recognition of historical memory and shared democratic values. Following this, he is scheduled to meet Israeli President Isaac Herzog, further reinforcing the comprehensive nature of the engagement across Israel’s political leadership.

The visit takes place amid an overall upswing in bilateral ties in recent years. Cooperation has expanded in scientific research, agricultural innovation, water conservation technologies, and cybersecurity. Joint working groups and institutional mechanisms have multiplied, creating a dense web of interactions across ministries, research institutions, and private enterprises.

For India, Israel represents a key source of high-end technology and defence innovation. For Israel, India stands as a major strategic partner with global influence and economic scale. The formal elevation of ties to a special strategic partnership reflects not only accumulated trust but also an ambition to institutionalize cooperation at a higher level.

As Prime Minister Modi continues his engagements in Jerusalem, the visit is expected to produce tangible agreements that will shape the trajectory of India–Israel relations in the coming years. The structured framework emerging from this visit is likely to redefine collaboration in defence, technology, and strategic coordination, setting the stage for an expanded and more integrated partnership between the two nations.
